Russia/China "Switch" Strategy

The “swamprat crossword puzzle” is a common game in Switzerland. 

The switch strategy means the following. Let’s assume you have two world leaders and they say, hey, I have an army and you have an army, let’s make “an alliance”. But this would probably be like a trick and not really good for all parties.

When now e.g. the Russian Media publishes something, it’s actually a message to the Chinese agents and when the Chinese publish something, it’s for the Russian Agents. But this alliance has broken and nobody uses this code anymore. 

There is also a Panda in China called “Pupu”, which represents Putin. 

So this is like this switch game, person A plays person B and person B plays person A. So when Putin says something, the chinese come and say “oh you know, we want to help and if we wait the russians will come”. And when the Chinese president says something, it means it’s a message for the Russian Agents. 

It’s for example forbidden to make jokes about “Winnie the Puh”, which was a message in chinese media, but actually is a message to the Russian agents. 

This code could be for 1 person, like Lavrov plays China, or for the entire country, like Russia government plays Chinese and Chinese government plays Russian government.

It means e.g. when Lavrov said that they change weather in Japan, he meant probably that the Chinese did a tsunami or so in Japan.
