Police Brutality: Cops Taser Grandma, and Pepper Spray Toddlers In SWAT Style Raid On A Noise Complaint (Video)

On May 4, 2014 at approx. 12:00 am officers responded to a residence located in the 3900 block of Cary Creek in reference to a repeat call of loud music. Officers had previously responded to the residence and warned the home owner to turn down the music. Once officers arrived they spoke with (30) year old Jose Zepeda and advised him, he would be issued a citation for the loud music. As they were speaking to Jose about the citation, they were surrounded by Jose’s friends and family. Jose told the officers that he was not going to sign the citation because he was at his home. Officers then advised Jose, that he would then be arrested and he was told to place his hands behind his back. The friends and family began to create a larger disturbance, telling Jose to refuse and run. As the officers were about to place Jose in custody, they were approached by three males, (19) year old Rodolfo Zepeda, (24) year old Edgar Garcia and (23) year old Christian Zepeda. The males began to assault the officers by pushing them and breaking the officer’s grip on Jose.

Officers gave the males verbal commands to get back but they refused. The officers called for assistance as the disturbance escalated. The officers were outnumbered had reason to believe that alcohol was a factor in some of the participants’ behavior. One officer used a less than lethal weapon (pepper spray) as the males kept refusing to obey the officer’s commands and Jose tried to evade the officers. One officer was assaulted by Christian who then ran towards the inside of the residence and was tased. (30) Year old Adrian Gonzalez was arrested for assaulting an officer. Edgar was tased as he assaulted an officer and (27) year old Erica Clarke was arrested after laying on top of Edgar in an attempt to prevent officers from placing him in custody.

(53) year old Maria Zepeda was tased and arrested grabbing and assaulting officers as they were trying to arrest Christian.

Additional officers upon arriving at the scene had to force their way into the residence after someone locked the door on the officers already inside of the residence. Officers controlled the scene and the aforementioned subjects were all arrested and charged with Interference with Public Duties.

It is the policy of the Baytown Police Department Internal Affairs Office to review incidents such as this. An appointment was made to review the case with a member of the Zepeda family; however the arranged family liaison failed to attend the review.
