Roaming cats are a growing issue in wildlife conservation. Studies have found these cuddly predators are mass-killers of birds and small mammals. In some places, including Hawaii, fences have been built to prevent cats from slaying threatened animals. Australia is going farther, exterminating millions of feral cats to save native wildlife.

And in the Netherlands, two lawyers from Tilburg University are arguing that free-roaming cats are actually illegal in Europe. In a recent paper in the Journal of Environmental Law, they note that European Union laws require member states to “prohibit and prevent the ‘deliberate’ killing, capturing and disturbing of a range of protected animals, including all native birds.” European courts, they say, have defined “deliberate” as including cases where people “accept the possibility” of certain consequences. “Letting your cat wander outdoors fits that category,” one of the lawyers said. This means, they argue, that stray cats must be removed from the streets and that pet cats must be kept indoors.

E.U. officials do not appear to agree. “The Commission is a strong defender of free movement rights — including of cats,” said Enrico Brivio, the executive’s environment spokesman, told the Telegraph. “We categorically deny that the commission will oblige cats to be held on a leash at all times.” A Dutch government spokesman echoed that, telling the Telegraph that while the nation is toiling away at its conservation programs, “keeping cats indoors is not part of that.”

      This is absurd. There is a stray that lives on my property, which is in the country. Millions of birds flock near my property in massive flocks during the fall, the cat might take out 2-3 of them in that time.
      The idea that cats are a threat to any other animals continued existence is nuts.
