What Is This? Wrapped Disk-Shaped Object Guarded In Ohio, Headed to New Mexico

This was caught at a rest area in Coolville, Ohio on 2/4/17. The pics were taken around 4pm est and the trailer was being guarded by OSP. When asked what it was, all that was said was that it was headed toward New Mexico.
So, What Is it? The answer could be something explainable, or we could never get a Solid answer. One thing to note, Why was it being protected by OSP?
