Newly Declassified Memo Reveals Pres Was Warned of 1941 Hawaii Attack

Three days before the Dec. 7, 1941 Japanese attack on Pearl Harbor, President Roosevelt was warned in a memo from naval intelligence that Tokyo was focused on Hawaii. In the newly revealed 20-page memo, dated December 4, 1941, the Office of Naval Intelligence warned Roosevelt that Tokyo was quickly making preparations “in anticipation of open conflict with this country” with an eye on “the West Coast, the Panama Canal and the Territory of Hawaii.” 

“In anticipation of open conflict with this country, Japan is vigorously utilizing every available agency to secure military, naval and commercial information, paying particular attention to the West Coast, the Panama Canal and the Territory of Hawaii.”–Quote from the 20-page memo to President Roosevelt from the Office of Naval Intelligence 

The memo has been published in a new book,December 1941: 31 Days that Changed America and Saved the World. The author of the book, historian and acclaimed Reagan biographer Craig Shirley, told US Newscolumnist Paul Bedard that he isn’t exactly blaming FDR for blowing it, but “[it] does suggest that there were more pieces to the puzzle” that the administration missed.

The 70th anniversary of the attack is next month.

The newly revealed 20-page memo comes from FDR’s declassified FBI file. Paul Bedard writes in his column, Washington Whispers, that this newly discovered memo is “a new and eerie reminder of FDR’s failure to act on a basket load of tips that war was near.”

Craig Shirley compares the missed signals leading up to Japan’s attack to 9/11, which government investigations also show that the Clinton and Bush administrations missed clear signals that an attack was coming. “So many mistakes through so many levels of Washington,” said Shirley. “Some things never change.”

In writing and researching ‘December 1941,’ Craig Shirley was aided by son Andrew as his chief researcher. Craig needed the extra help, because instead of just writing about how Pearl Harbor, and the days that followed, went down.
