El Chapo Offered Arellano Félix to the DEA in 1998

Joaquin “El Chapo” Guzman met with DEA agents in 1998 while incarcerated at Puente Grande Prison in Jalisco. He was accused of the murder of Cardenal Juan Jesus Posadas Ocampo and in the interview El Chapo offered to deliver the Arellano Felix brothers.

In an Univision interview with Larry Villalobos, the ex head of the DEA in Mexico, said that the leader of the Sinaloa Cartel, who escaped the prison in 2001, looked for them through an emissary to make a deal after spending five years in prison. “We talked with the emissary and he told us that El Chapo wanted to talk with the DEA”, explained the ex-agent during the videotaped interview.

Mexican officials authorized the meeting so Villalobos, accompanied by another DEA agent, Joseph Bond and Jose Patino Moreno, the counter narcotics prosecutor for the PGR attended the meeting at the prison masquerading as human rights psychologists.

“When El Chapo sees all three of us he turns very pale and says THREE ?, and we say Yes, Three. He drops to the floor as if he is about to do push-ups.

He tried to look under the door to see if the guard was outside because he did not want to be seen talking with us, The DEA” stated Villalobos.

During the meeting, the leader of the Sinaloa Cartel proposed delivering the Arellano Felix brothers to them, presumably by ordering their assassination.   El Chapo said “ I have already been here for five years, I am no white dove but I had nothing to do with the murder of the Cardinal, that was the doing of the Arellano Felix and the people they brought with them to kill me; I was their target.

According to the ex-agent, “El Chapo” Joaquin Guzman Loera was entered into DEA records as a supervisor of plantations in the state of Chihuahua held by Rafael Caro Quintero.
