NEW YORK—As Hurricane Sandy continues to track northward along the East Coast in the Atlantic, officials from agencies around New York City are gearing up to protect the city from potential flooding and high winds.

Gov. Andrew Cuomo declared a state of emergency in New York on Friday to allow for quick response and funding should it be required. “As we prepare for the possibility of Hurricane Sandy hitting New York State, I am activating all levels of state government to prepare for any potential impacts,” Cuomo said in a statement.

According to the National Oceanic and Atmospheric Administration (NOAA), rain is not expected to begin in New York City until after 11 a.m. on Sunday, with heavier rain not expected until Sunday night into Monday. While the storm may not hit New York City directly, the heavy rain will likely bring flooding to low lying areas.

“This is a dangerous storm, and I think we’re going to be okay, but if it were to strengthen unexpectedly or change its expected path it could do a lot of damage, and you could be at risk,” Mayor Michael Bloomberg said at the Office of Emergency Management headquarters on Saturday evening.

No evacuations have been implemented yet, but New Yorkers in low lying areas are warned to be particularly vigilant because higher than normal tides are already expected due to the full moon.

The mayor said 65 shelters have been set up in public schools around the city. “And if you don’t want to stay in your home and don’t have another safe option, they are available for use. They provide a safe place to sleep, they provide meals, and they have space for pets so bring your pets with you,” Bloomberg said.

The MTA currently has no plans to shut down service on trains or buses, but is planning for the possibility. “If conditions warrant, the MTA contingency plans call for closing down transit service beginning 7 p.m. Tomorrow [Sunday]. Service would be gradually curtailed and totally shut down by 3 a.m. on Monday morning,” Bloomberg said.

East River Ferry service will be suspended starting on Saturday night and the Staten Island Ferry will run with delays until further notice.

The Department of Education had not made a decision on shutting down schools on Monday, but Bloomberg said a decision would be made later Sunday.

All city offices are expected to be open on Monday, but that could change if weather forecasts worsen.

The Mayor ordered all events at the city’s parks to be stopped by 2 p.m. Sunday and the parks to be closed by 5 p.m.. Bloomberg also pleaded with all surfers to not be tempted by the better than normal surf conditions. “Please, tomorrow, I know the surfing looks attractive and there’s more surfing done around here than ever before, but this is just much too dangerous a storm, and for a small amount of pleasure your lives might be at danger, but certainly the emergency workers’ lives will be in danger,” Bloomberg said.

New Yorkers looking for additional information are encouraged to go to nyc.gov or call 311, and only call 911 for emergencies.
