Law Enforcement Films Citizens Without Their Knowledge

In an age where most everyone has a cellphone with video capability more and more crimes by law enforcement are revealed every week. When a citizen is filming an incident it is usually pretty obvious to anyone around that they are filming, but when law enforcement films citizens, not so true. In fact, Law Enforcement can legally film you without your consent and because taking video without audio (in most cases) is perfectly legal and breaks no wiretap laws so they can get away with it.
 
Citing the Mike Brown killing by Officer Wilson in Ferguson, Missouri, ABC News reports,
 
The desire to have clear evidence of what takes place in an encounter between law enforcement and the general public is why police departments across the country are now investing in body cameras.
 
The Los Angeles Police Department has started a pilot program with body camera devices, which are about the size of a pack of cigarettes and worn, like a police radio, on the officer’s shirtfront.
According to the report, ABC News confirms the LAPD’s Chief, Charlie Beck, already wears a body camera on his chest and according to the ACLU’s Director of Police Practices, Peter Bibring, points out that police do not have to tell you they are filming before they start recording (as they would have to by law if audio were involved).
 
The question here is one of privacy and ethics. Should law enforcement be allowed to film you without your consent or knowledge?
