Collecting Rainwater Now Illegal in Many States (Video)

% of readers think this story is Fact. Add your two cents.

Many of the freedoms we enjoy here in the U.S. are quickly eroding as the nation transforms from the land of the free into the land of the enslaved, but what I’m about to share with you takes the assault on our freedoms to a whole new level. You may not be aware of this, but many Western states, including Utah, Washington and Colorado, have long outlawed individuals from collecting rainwater on their own properties because, according to officials, that rain belongs to someone else.

Check out this  news report out of Salt Lake City, Utah, about the issue. It’s illegal in Utah to divert rainwater without a valid water right, and Mark Miller of Mark Miller Toyota, found this out the hard way.

After constructing a large rainwater collection  system at his new dealership to use for washing new cars, Miller found out that the project was actually an “unlawful diversion of rainwater.” Even though it makes logical conservation sense to collect rainwater for this type of use since rain is scarce in Utah, it’s still considered a violation of water rights which apparently belong exclusively to Utah’s various government  bodies.

“Utah’s the second driest state in the nation. Our laws probably ought to catch up with that,” explained Miller in response to the state’s ridiculous rainwater collection ban.

Salt Lake City officials worked out a compromise with Miller and are now permitting him to use “their” rainwater, but the fact that individuals like Miller don’t actually own the rainwater that falls on their property is a true indicator of what little freedom we actually have here in the U.S. (Access to the rainwater that falls on your own property seems to be a basic right, wouldn’t you agree?)

Outlawing rainwater collection in other states

Utah isn’t the only state with rainwater collection bans, either. Colorado and Washington  also have rainwater collection restrictions that limit the free use of rainwater, but these restrictions vary among different areas of the states and legislators have passed some laws to help ease the restrictions.

In Colorado, two new laws were recently passed that exempt certain small-scale rainwater collection systems, like the kind people might install on their homes, from collection restrictions.

Prior to the passage of these laws, Douglas County, Colorado, conducted a study  a study on how rainwater collection affects aquifer and groundwater supplies. The study revealed that letting people collect rainwater on their properties actually reduces demand from water facilities and improves conservation.

Personally, I don’t think a study was even necessary to come to this obvious conclusion. It doesn’t take a rocket scientist to figure out that using rainwater instead of tap water is a smart and useful way to conserve this valuable resource, especially in areas like the West where drought  is a major concern.

Additionally, the study revealed that only about three percent of Douglas County’s precipitation ended up in the streams and rivers that are supposedly being robbed from by rainwater collectors. The other 97 percent either evaporated or seeped into the ground to be used by plants.

This hints at why bureaucrats can’t really use the argument that collecting rainwater prevents that water from getting to where it was intended to go. So little of it actually makes it to the final destination that virtually every household could collect many rain barrels worth of rainwater and it would have practically no effect on the amount that ends up in streams and rivers.

It’s all about control, really

As long as people remain unaware and uninformed about important issues, the government will continue to chip away at the freedoms we enjoy. The only reason these water restrictions are finally starting to change for the better is because people started to notice and they worked to do something to reverse the law.

Even though these laws restricting water collection have been on the books for more than 100 years in some cases, they’re slowly being reversed thanks to efforts by citizens who have decided that enough is enough.

Because if we can’t even freely collect the rain that falls all around us, then what, exactly, can we freely do? The rainwater issue highlights a serious overall problem in America  today: diminishing freedom and increased government control.

Today, we’ve basically been reprogrammed to think that we need permission from the government to exercise our inalienable rights, when in fact the government is supposed to derive its powerfromus. The American Republic was designed so that government would serve the People to protect and uphold freedom and liberty. But increasingly, our own government is restricting people from their rights to engage in commonsense, fundamental actions such as collecting rainwater or buying raw milk from the farmer next door.

Today, we are living under a government that has slowly siphoned off our freedoms, only to occasionally grant us back a few limited ones under the pretense that they’re doing us a benevolent favor.

Fight back against enslavement

As long as people believe their rights stem from the government (and not the other way around), they will always be enslaved. And whatever rights and freedoms we think we still have will be quickly eroded by a system of bureaucratic power that seeks only to expand its control.

Because the same argument that’s now being used to restrict rainwater collection could, of course, be used to declare that you have no right to the air you breathe, either. After all, governments could declare that air to be somebody else’s air, and then they could charge you an “air tax” or an “air royalty” and demand you pay money for every breath that keeps you alive.

Think it couldn’t happen? Just give it time. The government already claims it owns your land and house, effectively. If you really think you own your home,  just stop paying property taxes and see how long you still “own” it. Your county or city will seize it and then sell it to pay off your “tax debt.” That proves who really owns it in the first place… and it’s not you!

How about the question of who owns your body?  According to the U.S. Patent & Trademark office, U.S. corporations and universities already own 20% of your genetic code. Your own body, they claim, is partially the property of someone else.

So if they own your land, your water and your body, how long before they claim to own your air, your mind and even your soul?

Unless we stand up against this tyranny, it will creep upon us, day after day, until we find ourselves totally enslaved by a world of corporate-government collusion where everything of value is owned by powerful corporations — all enforced at gunpoint by local law enforcement.

It’s been not legal for many years now, just because you don’t know doesn’t make it new.

Don’t you know, they spray the atmosphere, so everything that comes from the air is theirs.

    • Anne Narkey

Nothing new here! The lostpuppy is right!
In fact many of the rain/water issues out west stem from the shrewd negotiating of the native Americans when sitting down to sign a treaty. Unlike the European settlers, the native Americans understood that water was everything to their people and culture. Go ahead and take the land, we’ll just keep the water. Stupid, short-sighted bureaucrats went ahead and entered into treaties that superseded the Constitution and (rightly so) give ownership of the water that falls on the land to the tribes. Wake up, America! Stop moving water consumers into a region where there isn’t enough water (or rights to the water) to support the people living there. It’s pretty simple unless you happen to be simple.
      Just my thoughts..

The tribes are better landlords than Fabian Freemasons.

    • angel.bethany

Yeah, in CA you can buy property but you don’t really own it. Anything that is discovered underground (precious metals, oil etc) is theirs. WTF???

      • wizard

Thats why you are called “TENANTS”
You just pay for your own slavery shelter.
We are the first slaves in history to provide our own accommodation and food.
The only right you have is to say NO

        • 4bitcoinDOTtk

Many would say that you don’t have the right to say no either.

    • midwestgrandma

So if you catch free rain water – it’s illegal.

This means we are truly slaves.

The government and now private water companies own the rain?

      Ridiculous.

As long as the people keep on believing in the absurdities of the bible, the people who the bible refer to as the masters of men(Jews) will continue to behave as such.We have a choice to make;Freedom or a zombie by the name of Jesus

      • Anne Narkey

        huh?

      • Sakeeta

All of this is happening because THEY DO NOT FOLLOW GOD.

THEY DO NOT FOLLOW THE BIBLE. THEY WORSHIP THE DEVIL.

And the Christian bible is NOT the thing to be going by, either. Considering they made that.

        • Joerg Klaemt

That is right. They are the breed of the Satan and they will do with you zombies what they had tried to do in Germany in the late 30′s,only people had not been brainwashed by them nor were able to introduce their Laws of protection (hatelaws and there alike).
Although economic takeover was happening it did not work.
Here are a few Quotation one of the Bible and the other are found in their Talmud enough that should open your Eyes.
The Book of Revelation, Chapter 2, Verse 9, states the following which would appear to be about these Ashkenazi Jews:
“I know thy works, and tribulation and poverty, (but thou art rich) and I know the blasphemy of them which say they are Jews, and are not, but are the synagogue of Satan.”

          You be the Judge.

        • LightOfTheWorld

So wrong. The Jews being rich are rich in Jesus Christ The Son Of God, not in worldly things. And the Jews that call themselves Jews that are not are the synagogue of Satan. Know the truth and the truth shall set you free.

    • Paul Gilbert

surly not can not be you can have as much rain that falls from the sky here  will swop it for some sunshine

      • daWolf

What the HELL did you say???

        • Sakeeta

From what I understand, shes saying they get so much rain that its impossible for it to be illegal. And she would gladly trade that rain for sunshine.

We get so much rain in the Northwest, I dont see how they plan to get people in trouble for collecting rain that falls over half the day all year.

        • Anonymous

“We get so much rain in the Northwest, I dont see how they plan to get people in trouble for collecting rain that falls over half the day all year.”

where does the runoff from that rain go? into rivers?
if so.. does anyone downstream depend on those rivers for things like irrigation, or drinking?

        • Authentica

@ Anonymous, if you read the article, it states that, on average just 3% of rainfall makes it into rivers & streams. The rest is evaporated or absorbed by soil & plants. In fact, the article cites research showing collecting rainwater reduces demand on town water supplies & drawing from rivers. So it’s a win-win.

    • UncleHarry

Under the same law it is then also illegal for municipalities to charge homeowners for water since they are diverting water from where it was meant to go. If it’s good for the goose it’s good for the gander.

    • Racn4fun

Then does the government(s) own the sunlight that falls freely from the sky just as the rain! I mean people derive energy from the sun, plants derive energy from the sun! Is the sun an enemy of the government because it steals the water from the soil through increased evaportion? How absurd can a government become? I’m afraid to find out! If the government owns the water then we should be able to sue them for crop damage when the rain falls in the form of hail and destroys crops or excess government owned water carries my home away from a flood? In my book if they own it then we need to make them accountable for it! Same with the wind! How about if we devise a way to store energy from a bolt of lightning. I thought we the people are the government and since I’m a people and the water falls on my property it is my water!

      • Anonymous

If the sheep continue sleep, pretty soon you will be charged for the air you breath.

O wait, carbon taxes. You are already charged for it.

        • Kate Friday

Pretty soon we’ll be taxed on the air we breathe.

      • Kate Friday

I don’t profess to know everything, but I’m starting to believe that our governments believe they own just about everything these days. They’ve kept us busy working 16 hours a day to make ends meet, raising families and paying taxes. We’ve been so busy with this that many of us have missed what’s really going on. Just as a good magician does, our governments keep us focused on what the right hand is doing all the while the left hand is up to no good (no good for us, that is)
We should stop filing our personal income tax for 5 yrs. and business tax for 3 yrs. (max amount of time for Canada before revenue canada start to annoy you and then freeze bank accounts. But imagine what would happen if we all, and I mean ALL did this at the same time.

I doubt any of our elected officials here read Lord of the Flies. Where did our world go? Where did our freedom go? What happened to my life? I spent it paying living expenses and paying fkg taxes and I’m madder than hell!

p.s. sorry for the rant, I got off topic. . . I’m just one tired Canuck here that’s tired of being robbed by my own government.

    • wilbstal

shoot back folks rain falls on your property God gave it to you not the State

    • DeJaVu

      What about this?
      http://www.waterrights.utah.gov/wrinfo/faq.asp#q4

From the link you can see that it is not illegal to collect water to an extent, while the article is representing it like you cant do it at all.
The more checking i do, i realize that the articles here are using the same techniques that mainstream media uses: Sensationalistic naming of the articles, not giving the full information which makes you come to a different conclusion, links to sites with similar names like well known news agencies(ex. nsnbc.me, which if i havent looked at for a second time i would be sure that i got the info from msnbc) etc.
Before, i was under the impression that only people that are thinking with their head are following this kind of news, but as time passes by im more and more convinced that both sides are treating the people like sheep(you choose your shepherd) employing the same methods of convincing that i came here to get away from.

I really hope im wrong about this, but everything so far points in that direction.

      • Anonymous

        exactly… :)

i was going to say the same thing… but its an endless thankless job around here..

        thanks for helping out!

Problem is…only those being paid to do it have the time – and unfortunately those bring paid are being paid to lie.

      • Sakeeta

You’re completely right. And that is why we are supposed to do our own research after reading things. I also go to infowars, prisonplanet, david icke forums, etc, as well as normal news websites.

I also conduct my own research, such as the Sandy Hook crisis actors.

    • shtfirbrains

That someone else is you people. If any government agent tells you this, make them show you in writing, then run them off. This is total crap. The water comes from our creator and it belongs to all of us. posession is 9/10 of the law.

      • Anonymous

this is more to do with people building dams and stopping the natural flow of rivers i think.

you allow people to do that will nilly, and youre setting up for an ecological disaster on a massive scale.

pity your god couldnt even spare an ounce of common sense for the likes of you

Give a bureaucrat an inch and they will take a mile.

It starts with the extremes, and pretty soon it will encompass everything. All because people like you found it reasonable.

Statutes and regulations like those are only possible with Maritime / Admiralty being in place between We the People and the Constitution.
No one in the US owns any property. Look up the term ‘Allodium’ and/or ‘Allodial Title’ and begin to see the great deception for what it is…

    • The Fall Seeing Eye

Screw that law. Unjust laws are meant to be broken, and by not doing so, you are admitting your servitude to the idiots who made the law. Collect as much as you want, and if anyone comes around telling you not to, kindly warn them to go f##k themselves or be considered an “enemy combatant” and be treated as such.

        LMAO!!

    • bigtoe1111

do the affected people live within the watershed of the area they are collecting water? if not, none of the water they collect is reducing the local treated supply. although, it still could affect
      those downstream from that point.

    • whatever

Your already enslaved what part of that did you not understand?!?!?!

Next thing is the Air we breathe although it belongs to us and was given to us by God.
Since they are children of Satan they do not care.

    • Jim

So if your lawn, plants, animals, dirt etc. absorb rainwater that falls on your property, you are a law braking criminal? I do believe that is an infringement of my religious freedom, for as a GOD fearing man I worship the GOD who has given me the animals and the plants and the earth and all things from below the earth and up into the heavens. Rain would be included in those things that my GOD has given me.

      • plsnogod

        dear mad jim,

sorry but there is no evidence for any of the gods some people prostrate themselves to.

    • DaveBates

      To whom it may concern,
To the owners of the water, can you please stop your product from falling on my house please, it is costing me a fair amount of cash due to repairs on the roof & on other areas that i do not want your product. You should keep a tighter control of your product & not allow it to contaminate private property. Take a lesson from the paint industries, they have a strict code in not allowing their products to be spread willy nilly over private property without permission, ! ! !

    • sassa

I live in Victoria Australia and years ago when people started buying the big domestic rain water storage tanks that law reared it’s ugly head here. However it was pushed aside and ignored and many people store rain water collected from their roof tops. It will blow over because it’s too hard to police, but how PETTY that it has even come up. More bureaucratic BS….. it’s sickening.

    • WTFU

      G’day sassa,another Aussie here.
Back about 6 yrs ago in QLD there was a back article from some local grubberment A hole where in he let slip about the grubbs thinking about putting meters on private tanks,it all went away quiet like then out comes another article stating that tanks that were purchased with subsidies where in fact “Read the small print”,property of the govt. which gave them some right.

Piss in the air?I can’t tell but I would like to see ‘em try. Fark ‘em all I say.

    • jwhitehawke

The general government has taken away hundreds of natural rights of people and property. ‘They’ then give you limited permission by permit, licences and registrations IF we pay them and IF they don’t restrict us by zoning and Agenda 21. Will you people READ the Agenda 21 agenda. please? Even rainwater off your driveway and storm sewers are considered ‘waterways’ by ‘sustainable development’. Americans have all but lost all property rights already. Soon; no family gardens. Monsanto OWNS us now thanks to Obama and signed legislation. WAKE TF UP AMERICA!

    • rainwater

Hi, I picked up this thread through a standing Google Alert, as I am in this business.

Rainwater Harvesting IS illegal in Colorado, with some exceptions and pilot projects. Why? Colorado River anyone? As with all of these restrictions its about spiraling demand and finite supply.

In Utah you can only store 100 gallons above ground and I think 1000 below ground, those figures could be slightly off but they are close. Why? Again as above, but I also wonder if the Mormon requirement to have an independent water supply, could also have caused the state to cap quantities.

Other than that, I know of nowhere else that it is illegal to harvest rainwater. If anyone does, please let me know I’d like to hear! There is a guy in southern Oregon (I live in Oregon) who went to jail for “rainwater harvesting”. In fact, if you ‘dig’ into that story you’ll see that he ‘dug’ huge reservoirs on his property, was instructed to stop and fined, and then went back and did it again! Let me tell y’all, that is a VERY dry part of the world and that guy was over the top.

What is true is that the cost of water has doubled in the last decade and will double again in each of the coming two decades in many parts of the country. Why? A trillion dollars needs to be spent upgrading water infrastructure.

What is also true, hard to believe considering the crazy weather this week, is that all across the country cities and towns are already issuing outdoor watering restrictions. As I track this stuff, the ‘worst case’ I’ve seen so far is, potentially, for a third infraction a fine of $1,200. That will persuade you to let the lawn turn brown! Any why? On average somewhere between 40 and 70% of the water used by a household is used outdoors!

And all that been said, thanks for reading, and here’s my sales pitch!

If you are interested in rainwater harvesting please check out the Rainwater Hub. http://www.rainwaterhub.com. Its a breakthrough in small scale rainwater harvesting!

      Thanks!

ln Toronto, it’s policy to encourage rain barrels. They don’t want us to have moldy basements! We are asked to conserve water and ensure it is used.

If you live in Arizona and you install solar panels on your house with your own money to cut the cost of electricity, one of the utilities company in Arizona is trying to pass a law so that they can charge you for sunlight.

    • iamamerican

What they won’t tell you is, it is best not to collect rainwater because of all the poisons in the atmosphere. With all the chemtrails and fukishima radiation coming this way who would want to collect rainwater.

    • Cleareyes

Wake up, if they own the water and you are made up of mostly water, and it was their water you drank, they own you too!! HAHA!!

    • wandangel

Well, if you want to get technical…the rain belongs to God…not to any person and especially not to our overreaching government! God gave us rain so that we may have what we need to survive! Without rain we’d not survive very long. These idiots need to stop trying to take everything away from us and stop trying to control every human on earth! George Orwell must have been a prophet considering how spot on his books were!

The Irony… In the East we have to pay a ‘rain tax’ because of the runoff that leaves our properties, so that in some jurisdictions you don’t have to pay as much if you can prove that you are detaining it!

    • joem789

Articles like this one creates a false picture of reality. many states are actually encouraging rainwater collection. Furthermore, many states actually depend upon it. Especially rural states. The heathen states like California might be able to bully and control the people. But in other states, that isn’t the case. I am from KY. A place where we only put up with so much crap. If the government tried to control the water here, we would hang them from the tallest tree. And I would waste no time putting a bullet in a head to protect my own way of life. Too many sissies and soft people in this world today allowing the government to become to be for its pants. Our ancestors didn’t stand for corrupt government either. Many states just falt out refused to follow a law and overthrew the government. Its high time we do it again!!!

    • JeffMan21

First, in many states this has been illegal for many years.

Second, everyone needs to realize the one statement that will answerevery question you may ever have about any law on aany level of government. FOLLOW THE MONEY

States are pressured by the cities and townships to make it illegal to collect rainwater. Many of the local water companies are run by the cities. If people are not purchasing water from the city, then they lose money. It is not environmentalism or anything else. It is what it is always about MONEY!

Global Cooling, or Warming, or Climate Change, Or whatever they are calling it this week is not about saving the planet. That just sounds good. It makes people sound like Superman or some other hero so that people feel like they are helping. It is actually about making money from saps. Don’t believe me? just go look for accurate predictions of whatever they are calling it this week as required by the scientific method for a hypothesis to become a theory. You will find there are none. And anyone who disagrees wants to destroy the planet. Because apparently the people who are lying(according to Al Gore and others) about the climate, plan on moving to Mars or something since Earth will be uninhabitable, lol.

Amnesty is about money and votes for future elections.

Healthcare is about money, power, and votes.

Every single law is about money, which in turn is power. So ALWAYS look where the money is going and then you will know what the debate is about.

    • kelldur

So can i charge a handling fee for their rain water that my gutters collect ?
If my yard is soaking up their water i want to be paid. That damn water causes the grass to grow and that cost me money. mowers are pricey, weedwackers, and the gas to operate them. lol I would enjoy to discuss this with a state official. the next discussion would be about pulling underwear over their head spinning them around and kicking them in their ass.

    • MSG Chicken

If it is on your property you have the right to collect it and ain’t no bureaucrat can tell you otherwise. It says WE THE PEOPLE….

It does not say WE THE BUREAUCRAT….

The Constitution was specifically written to keep parasitical bureaucrats OUT OF YOUR LIVES!!!! Not to RUN FOR YOUR LIFE from them.

    • Anonymous

 You keep it for a limited amount of time, before it goes back into the hydrological cycle.

    • VB

Protect your rights or, too soon, rain water will be precious in a few years, a soon to be expensive commodity sold as potable water, back to you, by private companies: DO NOT let that happen. Fight for your right, in this case, a gift from above to sustain humanity and its environment. We have been harvesting it for millenniums, it is an acquired right of the people.

    • Kate Friday

Holy Crap! After reading the responses, I can’t believe that some of you are condemning rain water for its impurities. Do you not think that all the pollutants in the air aren’t in the drinking water that runs from your tap? Sure, filtration plants get some of it out but don’t be fooled, it’s still in there, and God knows what they add to it. AND, with regard to the radiation levels and chem trail contaminants, they are in every body of water on the planet now via precipitation.

Also, do you really think the bottled water you are drinking really comes from a spring? Don’t be fools! It comes straight from someone’s garden hose! Do you really think Nestle’s etc., have springs set up and will go through the elaborate cost of collecting spring water? Not too bloody likely. And btw folks, all water is contaminated.
