Public Gangland Humiliation Carried Out by Chicago Police

Police forces in gang-controlled areas have been rumored to humiliate detainees, by parading them in front of their rivals. A video, posted on YouTube, shows the practice being carried out in Chicago.

Court documents state, “Officers Contreras and LaCasa knowingly and intentionally took a very young gang member into a rival gang’s territory and allowed him to be threatened.”

Miguel Castillo is a member of the Imperial Gangster group, and was displayed in front of the Latin Kings.

Gang members can certainly be dangerous people. Critics of the police members in this video point out the actions have no bearing on bringing dangerous people into custody.

By parading one gang member in front of a rival group, police could be inflaming gang warfare. Additional violence, resulting in deaths and injuries to innocent bystanders, could occur due to the actions of police.

Police officer Susanna LaCasa has been the subject of legal controversy in the past. In official records going back to 2008, she has been accused of illegal arrests, falsifying charges and civil conspiracy.

Papers prepared by the City of Chicago read, “The Board finds that Officers Contreras and LaCasa were not serving any valid police purpose in taking Mr. Castillo to [Latin Kings territory]. The actions and words of Officers Contreras and LaCasa condemn them.”

A court found both officers guilty of “unlawful restraint.” The subject of the display, Miguel Castillo, was not charged with any crimes, and was awarded 33,000 dollars for his ordeal.
