Though the main addressee is ‘Senior Investigator’ Tracey Booker, the question in the subject heading (‘Which is worse – the arrogance or the cover-up?’) is addressed more to others who will be reading this.
The reply from Tracey Booker to my message below came by snail-mail dated 12 October. In it she wrote, “I can assure you that the Prison & Probation Ombudsman remit is to independently(?) investigate all deaths in custody and subsequently make recommendations where necessary. I play my part in investigating my case thoroughly and vigorously.
I have now completed my interviews into the death of Mr Greenwood and I am unable to offer you a face to face interview. However, I welcome any written information you may have specifically about the circumstances of Mr Greenwood’s death. I assure you that if they are relevant they will be considered in my investigation.
I am happy to receive your written comments either by email or letter and I thank you for your contribution.”
Note the arrogance: SHE is ‘unable to offer ME a face to face’ interview! I had offered HER a ‘face to face interview’. The fact that she had not taken that opportunity during the 34 days I remained in HMP Leeds suggests she had already decided that my information was ‘Not Relevant’, & that gives me little confidence in her ‘independence’ or integrity.
So, Mrs Booker, I would be grateful if you would inform me of the date, time & place of the Inquest, which I will try to attend – unless other branches of the Ministry of Oppression, Persecution & Punishment take steps to prevent me doing so – as they have prevented me replying to you before now!

On receiving your first letter asking if any of we prisoners had any information about the death of Lee Greenwood on D Wing (about 3 doors away from me) in Armley Gaol on Wednesday 27th July 2011, I told Wing officers that I had information which could help your investigation.
I was greatly concerned at their lack of interest & suspected they would not contact you. It was that which made me write to you on 5th August 2011.
I was equally disturbed to receive no acknowledgment from you during the 34 days I remained in Armley Gaol. This suggests that you are not really very interested, but are just going through the motions.
The false address DELIBERATELY given you by prison staff suggests that they would prefer you did not interview me.
I will indeed put my concerns in writing, but in the first instance would prefer a personal interview (as you intended were I still in Armley), with a witness of my choosing.

Dear Mr Scarth,
I am the senior investigator in the case of the death in custody, at HMP Leeds. I received your letter and replied to say that I was carrying out interviews on 10 October and I would see you then, with regard to your information. However, your letter was returned to me “gone away”. I made enquiries with the prison and was told that you had been released. They gave me an address 36 Arnville Court, West Yorkshire, which as you will be aware is not a full address. However, they pointed me towards your website; hence my contact on email instead of by letter.
If you would still like to provide information towards the investigation I would be grateful if you could email me your concerns. I will ensure that I consider them in my investigation.
