Police Chief Falsifying TI Report Exposed, CA County Bans Mind Control Weapons

Innocent Targeted Individuals had major breakthroughs this week when the United States’ first city council banned exotic weapons being used to covertly spy on and injure and soft-kill TIs. A well known radio talk show host has further exposed the underbelly of the United States spy abuse already ruining lives of some 350,000 innocent Americans alone. Falisfying TI reports is law enforcement standard operating procedure, but this week, a European TI has hard evidence of this.

Dr. Edward Spencer MD, who testified before Richmond CA City Council in its May 19, 2015 hearing and Resolution endorsing the Space Preservation Act and Treaty, and Melanie Vritschan of the European Coalition against Covert Harassment – EUCACH.ORG — discussed with Alfred Webre Lambremont the implications of breakthroughs in deconstructing the Transhumanist Agenda to robotize and mind control humanity.

Richmond City Council has now taken the unprecedented step to ban weapons that militarized police, FBI operatives and their contractors are using to covertly shoot Targeted Individuals.

“A silent stalker that travels at light-speed from the heavens above and watches the world with an omniscient, unblinking, unrelenting eye.I’m talking about space-based mind control weapons,” describes Chris Johnson in his report this week about the weapons Richmond City Council is addressing.

The resolution that Richmond approved May 19 (as seen in the video below) refers to what a U.S.. Congressman 14 years ago tried to ban:  space-based or “exotic”  weapons. In 2001, then-Rep. Dennis Kucinich, D–Ohio, introduced the “Space Preservation Act” and “Space Preservation Treaty” that would have banned spaced-based weapons that are now proving to be covertly used to injure people, even in their own homes.

Councilwoman Jovanka Beckles’ resolution does not only support banning space-based weapons. Her resolution is “to ensure that individuals will not be targets of space-based weapons.”

Beckles introduced the resolution after meeting a Richmond woman who “informed me she was a survivor of such horrible attacks. According to her description, these government patented technologies and weapons interfere and disrupt the targeted individual’s health physically and psychologically by remote transmission,” she said in a memo. Beckles was ashamed that city officials had dismissed the local TIs’ claims.

Five council members voted for the resolution and passed it. Eduardo Martinez, Gayle McLaughlin, Vice Mayor Jael Myrick and Nat Bates voted for it, along with Beckles. Vinay Pimple and Mayor Tom Butt voted against it.

“For a moment I was inclined to support it simply because of the symbolic relief it would bring to (people), and I could see no downside,” Butt wrote in his weekly newsletter. “On the other hand, I considered the message this would send to the hundred thousand or more Richmond residents who are not “targeted” by mind control technology and do not suffer routine physical pain from space-based weapons.”

Butt said he didn’t think most people would want their elected officials to dwell on this matter. For the council to do so, “especially based on the testimony of  a dozen, mostly out-of-town speakers of questionable credibility, worries me,” he said.

Originally, he viewed the issue as harmless. That, however, changed after receiving a letter — after the vote. That changed his mind.

“My son suffers from mental illness and believes that Voice-Skull or electromagnetic waves generated by groups who target individuals” plague him, the woman told Butt. “He keeps using (the council’s decision) to support his theory that the reasons he hears voices is that he is being targeted! Of course, I find this hard to believe, but I can’t convince him otherwise. He often refers to and cites the Richmond Police and City Council.”

She said the council’s vote is helping her son justify his beliefs and avoid taking his medication.

Global TI Landmark Decision

The vote is a landmark decision for TIs globally. Retaliation has already begun.

After recording the interview with Lambremont for NewsInsideOut.com, Melanie Vritschan experienced typical Targeted Individuals’  persecution. Her apartment was broken into again. A substance was put on her locks so she could not gain access to her EUCACH.ORG computers to report.

TIs regularly have their right to privacy abused in frightening ways. Their homes are broken into through unforced methods that law enforcement operatives and their contractors such as Infragard associates have the capacity to do. TIs never know whether they will be invaded during the night when they sleep. They are thus subjected to a form of terror that mainstream media refuses to expose. Not so independent reporters such as Lambremont.

New FBI rules enable agents and their contracted operatives to “infiltrate organizations, search household trash, use surveillance teams, search databases, conduct lie detector tests, even without suspicion of any wrongdoing,” as reported Amy Goodman of Democracy Now! 24/7, every step innocent TIs take and every word TIs utters is being used to stalk and harass them.

The EU Regulation that Melanie Vritschan of the EUCACH.ORG submitted to the Human Rights Committee of the European Parliament for Adoption an adaptation of the Space Preservation Act and Treaty (HR2977) introduced by former Rep. Dennis Kucinich to ban space weapons including HAARP.

That is one motivation behind the series of Cointelpro attacks on Vritschan in Brussels after she went to court in Europe to try to halt gangstalking. The attacks were in attempt to deter her activities to ban these activities in the European Union and world wide. Lambremont says the ultimate aim of the targeting is the Transhumanist Agenda: to robotize and mind control humanity.

These two events in North America and Europe are significant landmarks for TIs worldwide, as recognized by Lambremont.
