A large man leaned at a counter behind her and in full view of the TV camera, he bent his right arm which displayed 9 23. As soon as her report was concluded, he walked away. CNN has frequently done some predictive programming.
No, because at the :06 mark you can clearly see the frame moving as if someone is recording and moving a recording device away from the TV. Now, on the other hand, it could be that the program was recorded using a DVR and the individual is simply recording that segment after the fact. So, yeah, it’s plausible.
