The Answer to the National Debt Problem is Zero-based Budgeting (ZBB)

As Weeper of the House, John Boehner, you are not doing your job.  DO NOT increase the national debt level by a single dollar.  Vote NO on the legislation that keeps kicking the can down the road.  The Democrats are obscene in continually increasing the debt level, increasing taxes, and spending money like it is going out of style.  STOP NOW in kicking the can down the road!

Zero-based Budgeting (ZBB) is the answer.  If you do not increase the debt level, then the Congressmen must put their collective heads together to implement ZBB.  First, we should reduce the budget of every federal agency and program by 10%.  There is so much fat in every agency and program that a 10% decrease would only make each operate leaner and meaner, better, and more effectively.  In other words, we would force agencies and programs to operate more efficiently.

For those programs that we should not reduce by more than 10%, which we may even need to increase, then whatever funds given to that program, we MUST extract that same amount of funds from another program.  In other words, we must rob Peter to pay Paul, but the overall agency budget must remain at a constant level.  Additionally, by fiat, the total federal budget shall not increase over the next 10 years.  We may move funds around from program to program and agency to agency, but the overall federal budget shall remain at a constant level for a decade.  That process is ZBB.

The overall federal budget is over-bloated anyway.  If we keep the overall level at a constant level for a decade, there will be no deficit spending.  Therefore, the federal debt does not increase but, instead, will decrease.  That is how we can reduce the federal debt.  A $14.3-trillion national debt is obscene.  Increasing that number further is immoral.

To stimulate the economy, drastically reduce corporate and individual income taxes.  Eliminate 50% of all government jobs.  Increase lending to small businesses to increase hiring.  Start drilling for oil in the Arctic National Wildlife Refuge (ANWR).  Stop printing currency unless we back it with gold.  Eliminate Fannie Mae and Freddie Mac.  Get out of the three wars we are fighting in the Middle East.  Drastically reduce foreign aid.  That is a start on reducing the national debt.
