Are U.S. Welfare Benefits Too Generous?

If the purpose of federal government-provided welfare benefits is to lift people above the poverty line, where they would have sufficient income to cover the basic costs of food, clothing and shelter, does it really make sense for the federal government to be even more generous with the taxpayer’s money than that?

And yet, in 33 states and the District of Columbia, the federal government is being extremely generous with taxpayer dollars:

The data in the chart above is based upon Michael Tanner and Charles Hughes’ recently-published study of the typical government-provided benefits that are available to a typical welfare recipient – a three-person household consisting of one adult and two children, which we’ve divided by the official federal poverty income threshold for each state.

We’ve provided an interactive version of the chart below, which will also let you mine down into and visualize the source data for our chart:

Amazingly, welfare benefits can take their recipients well over the 200% of poverty threshold mark in 10 states, mainly concentrated in the northeastern part of the U.S., but also including Hawaii, which tops the charts at over 275%. California falls just shy of that mark at 195%.

Since welfare benefits are not subject to tax, we wonder if this extreme generosity is creating a situation where the people who actually have to be productive to earn the equivalent incomes that welfare recipients enjoy are kicking themselves for being too stupid to exploit the system the same way as their nonproductive peers are led by their communities’ organizers.

Rather that see that situation grow into outright hostility, we think the real answer is to treat the recipients of government-provided welfare the same way that people who work for a living are treated by the government, but with just a bit of compassion.

Here’s an idea: let’s require that the federal, state and local government agencies responsible for dispensing welfare benefits issue 1099 tax forms to welfare recipients documenting the full value of the benefits they received and also to the IRS.

The welfare recipients would then have to report this unearned income on their federal tax returns. Any amount provided in excess of the difference between the federal poverty level that applies in their state and any regular income they may have earned should then be taxed at the same rates that apply for unearned income.

It’s one thing to accommodate the basic needs of people who struggle to make ends meet in taking care of their most basic needs, but it’s quite another to give welfare recipients benefits whose value far exceeds that level. By making the excess portion of their otherwise “free” income subject to tax as the unearned income it really is, they’ll be treated just the same as those in the Top 1%, who also have lots of unearned income, and will share the same burden of taxes.

And just like the Top 1%, they will have the ability to choose how much unearned income they have subject to being taxed above the federal poverty threshold to minimize their tax bill.

It may not be an ideal way of dealing with having government welfare benefits be provided so far in excess of that required to boost individuals and families above the poverty line that applies in their states, but it certainly would be a lot more fair all around than today’s situation.

      Are you freakin serious??

      You want more taxes? Ok I admit that there is a serious problem with welfare fraud…but we are talking about taxing ….. Our country became its nation over taxes…you you sit there saying, it’s not fair…..

      You know what’s not fair?!

      Paying taxes three times on the same dollar….the more money you make the less taxes you pay…oh and how about all the extra choice taxing…I.e. national forests…discover pass…it used to be..even if you didn’t have a bunch of money, you could still goto the forest for a hike or camp…and it was not much money…now…you have not only the campsite fees, but you now have this damn discover pass….that covers your parking…what the hell man…

      You want to tax the poor, just like the banks do for low income people’s …. You want poor people to pay more taxes because you think that a food allowance is too generous…you want welfare people to file for taxes…to make sure they are not taking away from you…well my friend, the government is already doing that…

      Not only is there a problem with giving aliens food and medicle….but said gov. Is actually giving your money to terrorists around the world….and guess what all those tax dollars you are paying goes for?. C’mon, guess!

      Nope…black projects designed to find out when you have bowel movements , what you have to eat, and watching you and your family in your home, while watching tv….

      You want this system fixed from fraud?? You want to have a fair deal….you selfish selfish person…

      Keep watching CNN so you can keep a focus on the BS….and ignore the real problems

      Welfare was to help you get on your feet when you trip and fall….but nowadays….it’s for life…. That is what the design of society has done for our future…and you want to blame the people with their hand out?.

      If it wasn’t so expensive to have car insurance or if you had a run of bad luck in life…or if life is what it is…

      It could be a whole lot easier to live a fruitful life, if the design was not to keep you down…paying the debt on that dollar you earned while paying the taxes on that dollar, while trying to keep above water…

      If you don’t have 5 k to put in a bank every month…you are charged….if you can not pay a bill….you are charged more…so the social premiss here is…if you don’t make enough. Money…you are charged more money.

      When you have to make a decision about what to buy…food for kids…or gas for work…it can make you upset
      When you have to make a decision about…getting medicle coverage or buying required insurance…

      And by the way…insurance today is what it was when I was 18 ….talk about a scam…

      Oh and what about the DMV ?. Depending on the state you live…do you think it is fair to charge over six hundred dollars on a car every year??, while you have to have coverage, pay over three dollars a gallon , get tires every other year, smog check, oil changes, everything that goes with ” taking care of thing proper”

      Do you think that is fair?. Ok, don’t drive….so lets look at the bus system…how much do you have to pay daily to ride the bus and get to work?? 1.50 one way , two times every day…so three bucks a day to get to work… What is that on a monthly bases?? You guessed it…over 100$ a month….so if you make minimum wage using just two busses…daily…and rent is almost 1000$ a month, then food is another 300$ and your not buying junk food…can you make it on that wage?. Not really, unless your still in college eating cup of noodle for dinner 25 days out of the month….

      My point here is…there are real problems going on in our country….should they stop being greedy…and selfish… Then maybe everyone would be able to sustain themselves and their family with out the hand outs
