Although we have found occasional references on some Internet forums
to the idea of assigning CUSIP numbers to various types of numbered
documents, including court cases, we have been unable to identify any
reliable sources addressing this topic.

General information about how CUSIP numbers are constructed is

Please list all of the steps included in assigning a cusip number to a
court case at the local court, and turning this into a ” security”

This is a good example of additional information. 
International attorney Richard Fine, formerly with the Justice
Department, was disbarred and put in solitary confinement for 18
months when he stood up to the judicial system in California for
bribery and corruption. 

He discovered that the County of Los Angeles, some of its supervisors,
and many of its judges were accepting illegal payments in addition to
their salaries that violated the law, ethics, and the trust of the
people of California. 

The State Bar of California has supported, empowered, and conspired to
protect the same judges, and anyone who accepted bribes and money –
including the County of Los Angeles itself, which withheld millions of
dollars of child support that were paid, but never delivered to the
women and children they were to go to. In order to protect everyone
for corruption charges and misdeeds and violating the public trust,
they moved to disbar him and Judge Jaffe ordered that Mr. Fine be
placed in coercive solitary confinement for 18 months to force him to
pay for attorney and client charges for a case he never represented. 

All involved parties are protected under a swiftly-passed bill called
SBX211, which gives retroactive immunity to all parties involved in
the illegal payments Norris also details how the LA Superior Court, a
public agency, hired the large and influential law firm of Gibson,
Dunn & Crutcher to intervene on behalf of the Judges. The County was
represented by Jones-Day, the nation’s largest and most powerful
private law firm, both firms presenting formidable opposition to the
Judicial Watch lawsuit. And, he cites the failure of the LA Judges to
disclose receipt of payments from counties either to the parties
involved in lawsuits and their economic interest disclosures – after
the California Constitutional Court Consolidation outlawed the
payments

Norris describes how the Superior Court hired a lobbyist for $60,000
to carry legislation (SBX 211) to legalize the payments to the Judges
and to give retroactive immunity from prosecution to the Judges and
County officials for their involvement in the payment scheme that
benefitted the Judges personally.

When asked why the legislation was necessary, Norris replied: “they
would not have sponsored the legislation unless they really felt the
Judges needed immunity from criminal prosecution and liability”.”There
is a criminal doctrine of law that if you receive money you are not
entitled to, and you keep it, that is considered theft”.

The on-going controversy over the State’s fiscal crisis promises to
provide additional interest in the subject of double “Judicial
benefits” when yet another court hearing is to be held on July 2, 2009
with specially appointed San Francisco Appellate Court Justice James
A. Richman, who will preside in an LA Superior Court room. Judicial
Watch is asking the court for injunctive relief to prevent LA County
from making further payments to the Judges.At that time Sterling
Norris will have an opportunity to raise the issue of
Constitutionality of SBX211, granting Judges retroactive immunity for
liability and criminal acts without public discussion or debate

This is a procedural question :  
How are court  cases  assigned a cusip number and then converted into a security as a security asset transaction? Please list the steps of how this occurs.

I am requesting the latest publication that is published on this subject.

This is not a ‘wiki’ cookie cutter question .

Please provide me with the corporate or government agency that handles this security asset transaction. If the courts are merely an investment scheme how could people possible obtain justice?

Also, please include a claim form or the ” procedure”  to obtain interest and refund on court case document securitazation and derivatives bundling.
