The number of unidentified bodies increased to 745 after an extraordinary exhumation was carried out in Saltillo, the Prosecutor’s Office Specialized in Missing Persons of Coahuila reported yesterday.
On October 24 of this year, the State Attorney General’s Office indicated that in 99 percent of the fragments found in clandestine graves there was no possibility of obtaining genetic remains and therefore it was not possible to identify them, unless they had equipment with more advanced technology.

José Ángel Herrera Cepeda, Specialized Prosecutor, said that the unidentified bodies have been increasing, since initially they had 458, then 600 and now there are 745 unidentified in the state and that they were buried without any genetic profiling process.

The Prosecutor of Missing Persons in the entity José Ángel Herrera, said it is a mass exhumation whose protocol will be carried out by specialists of the federal agency and who have previously participated in this type of activities.
He recalled that the same group of experts carried out an exhumation of 200 bodies in the pantheon of Miguel Alemán, in Tamaulipas and are now participating with the state.
The work that will continue until this Wednesday, November 20, was planned for four months and was derived from a complaint filed by a family from the municipality of Allende, Coahuila, in March 2018, for the disappearance of one of its members in December of 2011 in the city ​​of Saltillo .
Following the complaint, a series of investigations began that led to the disappearance of the person who had died in an event registered in the state capital, taking the Federal Public Ministry , the investigation of the case.

The head of the same specialized body reported that of the 85 bodies that have been exhumed so far since the exhumations plan began, and from which biological samples have been recovered, only 12 people who have been delivered have been identified to his relatives among whom are people from other entities, as well as migrants.

He added that the entity has also managed to identify two migrants of Honduran origin who were buried in the mass grave, so that communication with the consulate for the repatriation of the remains has already been formalized.

The team that participated in the extraordinary exhumation of the La Paz pantheon, from which 37 bodies will be exhumed as of this Tuesday, with another 15 days to recover genetic information, is the same that did a similar job in the municipality of Miguel Aleman, Tamaulipas, where they recovered biological samples from 200 bodies.

Herrera Cepeda added that in the entity there are 1,300 biological samples provided by relatives of people reported as missing, available to compare the genetic information recovered from both exhumations in mass graves and clandestine.

The head of the State Attorney General’s Office (FGE), Gerardo Márquez Guevara, reported that in recent years the authorities and the groups of disappeared have recovered around 160,000 fragments of bone remains from more than 87 clandestine graves, in Coahuila.

Of the fragments, only 1% are able to provide a genetic profile, the official said after announcing the progress of the FGE Genetic Laboratory.

“If we recover a thousand, of those, surely one or two percent are those who reach the possibility of being analyzed; The others have no genetic material. We have in the historical 150 to 160 thousand fragments but they are very small, and of them, only one percent can be used for effective recognition, ” said the State Attorney General.

Márquez Guevara mentioned that the rest of the fragments; that is to say, those unfit until today for genetic tests have not been discarded; However, they are waiting for an adequate technology to extract their DNA despite the conditions in which they are found.

According to Grupo VIDA, the clandestine graves should be classified as “extermination camps”, since at the same time that they have recovered human biological material at these points, they have also found incineration drums used by organized crime cartels to disappear to people.

On occasion, the authority and the groups have also recovered other types of evidence such as buttons, charms, chains, shoes and clothes, which according to Márquez Guevara, are kept in custody to see if they are identified in research folders.

This same group formed by relatives of missing persons, has insisted that the authority has a lag in forensic processes and identification of the remains that have been extracted from these points.
For his part, the State Attorney General said that the Genetics Laboratory (independent of the Human Identification Center) will speed up the situation they face, as it is expected to start operating in March next year.
This lag does not contemplate the 675 unidentified bodies that were exhumed in mass graves throughout the State without having the proper sampling process for subsequent genetic recognition.
The official informed that the geneticists are already certified, and said that the laboratory will have 720 niches for temporary safeguarding of bone remains, which will allow to have more genetic evidence to work in the research folders.
At least half of the people in criminal proceedings for the crime of forced disappearance and kidnapping in Coahuila were active police officers when they acted against civilians, said the head of the Special Prosecutor’s Office in Search and Location of Missing Persons, José Ángel Herrera.
“We have counted that we have approximately 108 or 109 that are currently being prosecuted for the crime of forced disappearance, for the crime of disappearance committed by individuals and for the crime of qualified kidnapping,” said Herrera.
The official of the State Attorney General’s Office also revealed that these cases of disappearance date from 2008 and that some victims of the Allende Massacre and the Piedras Negras Prison are included.
“I do not have the exact data, but I can tell you that between 45 and 50 percent, approximately,” the alleged police officers were active when the events occurred.
The policemen belonged to different security corporations, state, federal and municipal. In order for the crime of enforced disappearance to be configured if it is committed by a police officer, the element must be active.
According to the official of the Attorney General’s Office, work has been carried out on these and other crimes with groups of families of victims of missing persons, to try to obtain more information and to punish the guilty.
