Security experts’ jobs are to think about these threats, while businesses and the government’s job are to consider the risk it involves. In short, security experts will have to explain the threat and companies and the government’s role is to manage the risks involved. If the companies and government will focus more on the threat instead of the risk, then it could possibly weaken the security efforts being done.

What is important is that they can perform incident response or stop the threats that could critically damage the important assets of the company and not stop all the threats at all times.
