Congress may after 6 months decide to endorse or decline the invocation of the war powers act but not make changes to the orders of the commander in chief.
The NDAA provides additional powers as does the special drawing rights sections of title 26.
So he was legally correct in stating that governors DO NOT have the power to resist they can enact additional emergency orders but the president at any time can rescind those orders or even remove a governor of any state.
