If Mueller will not say that there was collusion in a civil context in Congress there is no way that a prosecutor will meet that burden of proof beyond a reasonable doubt in a criminal court it’s definitely over.

It’s because of the presumption of innocence that Mueller did not charge Trump. He actually explained in the report that since Trump could not defend himself in court (because as president he could not be charged and it would never get to court), it would not be fair for the prosecutor to say whether he should be charged or not. Mueller bent over backwards to be fair to Trump, for better or worse. This doesn’t change the fact that there is substantial evidence of multiple acts of obstruction of justice that can, as Mueller said, be charged after Trump leaves office.

Basically, Mueller admitted today that he had no criminal case to begin with, but he was instead building a public case to smear the President as someone who is “not exonerated” meaning does not have the holy standards of behaviour the Washington establishment (SWAMP/Deep State) expects a President to have. So the bottom line: Mueller is now EXPOSED as a PARTISAN political HACK that worked to build an impeachment case for Congress and FAILED.

Mueller didn’t come to say anything but the report speaks for itself. The standard for an indictment is probable cause and the evidence apparently didn’t even amount to that. What does exonerated even mean in this context. If the charges were dropped, we’d assume there was no case. The same should be true if no charges are brought. To me, that’s the same as a finding of not guilty and all of it is a type of exoneration.
What an embarrassment to the democrat party today but I’m sure they won’t stop here! Trump 2020!
