The signing of the loan guarantee documents was a month later in Mar2016. So, the the plans for the quid pro quo for the Vice-President were ongoing for weeks on end. It also shows that when Quid Pro Joe Biden bragged on video about this he lied. He lied about the dates, and he lied about the circumstances surrounding the quid pro quo. He must immediately be investigated, and testify before a Congressional committee.
