I propose that the voting machines were connected to the Internet by WiFi hotspots through the ACLU attorneys laptops. Cell phones concealed in purses or pockets could also do the same.
These WiFi hot spots acted as wireless routers allowing voting machines to access the Internet. If voting machines had USB ports a WiFi antennae can be plugged in to the USB ports to allow them to connect to WiFi access.
No one else was permitted to enter with a cell phone or computer which would have detected the WiFi signal and alerted them of the presence of a WiFi signal available in the voting precincts.
