I see a group of people who have given over too the escape of drugs and insanity because the threshold to happiness was un-surmountable.
The solutions to this are actually simple but most have been convinced that such solutions are somehow worse than this.

Just the money allocated for trash removal in Philadelphia could be used to purchase something like the old Scott paper factory south of PHilly to be converted by the tenants into a group housing with recycling and repurposing as an economic driver.
