In two incidents that have sparked diplomatic tensions, Taliban representatives have shown a marked disregard for established international norms during official ceremonies in Pakistan and Iran, respectively. These incidents highlight a growing concern over the Taliban’s failure to adapt to the diplomatic protocols necessary for maintaining international relations in the modern world. In Peshawar, Afghan diplomats chose not to stand during Pakistan’s national anthem, while at a global conference in Tehran, Taliban representatives refused to stand during Iran’s national anthem. The Taliban’s justification—that they do not stand for anthems that contain music—has raised eyebrows across the region and is causing frustration in diplomatic circles.

Both Pakistan and Iran, two of Afghanistan’s most significant neighbors and, arguably, their remaining well wishers on the global stage, responded with measured diplomatic displeasure. However, these incidents shine a spotlight on the broader issue of the Afghan Taliban’s reluctance to conform to international norms, a problem that could further isolate the regime in Kabul. As the Afghan Taliban continue to govern a nation amidst widespread humanitarian, economic, and security crises, their rigidity in matters of diplomacy poses questions about their ability to engage with the global community.

The first incident took place during an official event in Peshawar, Pakistan, when Afghan diplomats chose not to stand during Pakistan’s national anthem. This act of perceived disrespect occurred at a time when relations between Pakistan and the Taliban regime in Kabul are already strained. Pakistan, which has historically played a key role in facilitating the Afghan Taliban’s political legitimacy, expressed its disappointment diplomatically but firmly. While Pakistan has been a key supporter of the Taliban’s post-takeover government, this act of defiance, particularly on Pakistani soil, did not go unnoticed.

In a separate event in Tehran, Taliban representatives attended a high-profile international conference where Iran’s national anthem was played to mark the opening of the event. Just as in Peshawar, the Taliban delegates chose to remain seated, citing the same justification: their refusal to stand for music. This incident further strained relations between Afghanistan and Iran, both of which share a historically complex relationship that has been oscillating between cooperation and confrontation.

Iran responded diplomatically, with officials making it clear that national anthems are a symbol of sovereignty and respect, and standing for them is an accepted global norm. While Iran has maintained diplomatic relations with the Taliban since the group came to power in 2021, this act has introduced an additional layer of tension in what was already a cautious relationship.

The Afghan Taliban’s explanation for these actions rests on their strict interpretation of self-proclaimed Islamic law, which they claim prohibits them from standing during musical performances. According to the Taliban’s ultraconservative interpretation of Islam, music is considered haram (forbidden), and this belief extends to national anthems that incorporate musical elements. While religious adherence is the Taliban’s prerogative, their refusal to respect diplomatic norms has raised significant concerns.

For countries like Pakistan and Iran, this behavior is particularly troubling because it not only signals disrespect but also disrupts the conventions that help maintain peaceful relations between states. The question then arises: How can the Taliban expect to be recognized as a legitimate state actor if they refuse to engage with the international community on its terms? Diplomatic protocol, such as standing during national anthems, is a basic expectation in global diplomacy, and ignoring these norms signals a lack of willingness to integrate into the international system.

Both Pakistan and Iran have responded to these incidents with a degree of restraint, likely because they recognize that Afghanistan is teetering on the edge of further isolation. While they expressed disappointment, neither country has escalated the matter beyond diplomatic channels. The broader regional dynamics likely influenced their measured responses. Pakistan, despite its frustrations with the Taliban over issues like border security and the presence of militant groups, still sees the Afghan Taliban as a partner. Similarly, Iran, which shares both cultural and religious ties with Afghanistan, has sought to maintain a relationship with the Taliban, particularly in relation to border security and trade.

The Taliban’s refusal to respect national anthems reveals a broader challenge: their inability to transition from an insurgent group to a functioning government capable of engaging with the global community. While they have successfully established control over Afghanistan, governing a country requires more than just military strength; it requires diplomatic acumen and the ability to engage with other nations respectfully and professionally. The Taliban’s only hope for stabilizing the country lies in securing international recognition and assistance. However, if they continue to alienate even their closest neighbors, this will become an increasingly difficult task.

The Afghan Taliban are at a crossroads. They must decide whether they want to remain bound by their ideological rigidity or adapt to the international norms necessary for running a state. The incidents in Peshawar and Tehran underscore this challenge.
