The Two-Nation Theory, a foundational principle in the creation of Pakistan, is once again being misrepresented — not by historians or academics, but by Indian media outlets with a political axe to grind. This time, the theory has been falsely attributed to Pakistan’s Chief of Army Staff, General Asim Munir, who, according to certain Indian reports, invoked it in a manner that allegedly incited the April 22 Pahalgam attack in Indian-occupied Kashmir. It is a claim that is not only historically inaccurate but also dangerously irresponsible.

Let us be clear: the Two-Nation Theory was not conceived in a backroom of Rawalpindi’s GHQ in 2024. It was articulated in the early 20th century by Allama Muhammad Iqbal in 1930 and given political direction by Muhammad Ali Jinnah in the Lahore Resolution of 1940. It argued that Hindus and Muslims, due to their distinct religious and cultural identities, were two separate nations — a philosophy that would eventually underpin the creation of Pakistan in 1947. To suggest that General Munir “introduced” or “invoked” this decades-old ideological framework as a call to arms is as absurd as it is inflammatory.

The claim that General Munir’s alleged remarks fueled the Pahalgam attack lacks even the most basic evidentiary support. As of April 25, 2024, the Indian Ministry of Home Affairs had publicly admitted that it had “no conclusive evidence” on the perpetrators of the attack. No forensic report, no verified intelligence link, and no credible investigative conclusion has tied the violence to any Pakistani individual or institution. Yet, Indian media outlets — particularly those sympathetic to the ruling BJP — have seized on a distortion of Munir’s words to once again scapegoat Pakistan and its military.

This isn’t journalism. It’s propaganda.

What we are witnessing is a familiar playbook: vilify Pakistan, distort facts, and wrap it all in the nationalist rhetoric that sustains the Modi government’s domestic popularity. The Two-Nation Theory is being weaponized in Indian discourse not to understand history, but to stoke Islamophobia and divert attention from the dire human rights situation in Indian-occupied Jammu and Kashmir (IIOJK).

The numbers are not in dispute. According to data compiled by the Jammu and Kashmir Coalition of Civil Society (JKCCS), at least 1,081 civilians were killed between 2016 and 2021. Over 8,000 Kashmiris have been subjected to enforced disappearances. More than 23,000 have been injured by pellet guns — a tactic condemned by international rights organizations. Amnesty International and the United Nations Human Rights Council have both documented widespread extrajudicial killings, illegal detentions, and the suppression of press freedom. Meanwhile, more than 90,000 Indian troops continue to enforce a suffocating military occupation in the Valley.

Rather than address these abuses or acknowledge the growing global concern over its treatment of Kashmiris, the Indian government has found a convenient distraction: blame Pakistan. This disinformation strategy is not new. A 2022 investigation by the EU DisinfoLab exposed a vast Indian propaganda network involving over 750 fake media outlets in more than 100 countries — all aimed at maligning Pakistan’s global image.

It is in this toxic environment that the misrepresentation of General Munir’s words must be understood. Not as a factual report. Not as serious analysis. But as a deliberate distortion intended to fit a narrative that serves political ends in Delhi.

The Two-Nation Theory belongs in history books, not as a scapegoat in contemporary Indian politics. It was Jinnah’s ideological response to the communal violence and religious marginalization of Muslims in pre-partition India — not a 2024 statement by Pakistan’s military chief. To suggest otherwise is not only a distortion of fact, but a dangerous manipulation of history with potentially deadly consequences.

In an age of manufactured outrage and algorithm-driven narratives, truth becomes an early casualty. But even amid the noise, the facts remain stubborn. And they deserve to be heard.
