First, putting a capsule on top of a rocket isn’t a regressive strategy it’s actually the best and only safe way to get things in orbit or out of our atmosphere. The space shuttle by its very design was a huge mistake because it was NOT on top of the rocket. Nothing strange about that.

The SpaceX guys seem to be a commercial enterprise it makes sense to use cheap reusable stuff if your goal is profit.
By the close of design in July of 1976 the Space Shuttle committees had provided the design intent of the various parties.
The goal was billable hours and cost plus funding rather than competitive price and profit.
The space shuttle design was a dump truck approach to get large diverse payloads into orbit.
The cargo hold was dictated by the DOD the rest was academic rather total cost involved.
