US think tank urges all-out war in Ukraine's east

A leaked memo has disclosed that a US government think tank named RAND has advised the Ukrainian government to engage in an all-out war in the east.
The plan entails placing citizens in internment camps and killing all who resist actions taken by the Ukrainian government. The memo also lists three stages in dealing with the conflict in eastern Ukraine. Stage one, calls for the total isolation of the regions controlled by pro-Russian forces. Stage two urges the Ukrainian army to carry out air strikes against strategic facilities before conducting a ground operation in the region. Stage three dubbed ‘Back to Normal’, says all refugees should be allowed to return home. That is if there is a home to return to. Several residential areas and houses have been destroyed in eastern Ukraine especially in the city of Slaviansk. Government troops have now taken control of the city and have raised the Ukrainian flag. We had a telephone conversation with a local resident who would only go by the name Artim.
