Israeli undercover forces execute two Palestinians in Jenin, killing a teen passing by

On Thursday, 16 March 2023, at around 3:00 P.M., approximately eight members of an Israeli undercover unit arrived in downtown Jenin in two cars with Palestinian license plates. They got out of the cars and immediately fired at Nidal Khazem (28), an Islamic Jihad military operative, who was walking down the street with Yusef Abu Shrein (30), a Hamas military operative.

Abu Shrein ran, and several members of the undercover unit gave chase, while firing at him. He managed to advance only a few meters before being hit and falling. Then, as he lay wounded on the ground, the undercover forces shot him again. One of the bullets hit 16-year-old ‘Omar ‘Awaden, who was cycling down the street. None of the Israeli forces went over to check on ‘Awaden. Instead, they left the area, though not before one of them stopped next to Khazem, who was lying on the ground, and fired a single bullet into his head from a distance of about 50 cm. The entire incident took about a minute.

The undercover forces then got back inside the two cars. One car drove north, and the other drove east towards Route 60 through the busy market. Dozens of young men chased the car for about 500 meters, and then some local residents blocked its way with their cars, as young men threw stones, pipe bombs and other objects at it. One member of the undercover forces stepped out of the car and shot a live round that hit Luai a-Sghayer (35), who had thrown a steel bar that smashed the car’s rear window, in the head.

After killing a-Sghayer, the undercover forces got out of the car and went into a nearby shop, where they stayed until about 15 military jeeps arrived at the scene. At that point, some armed Palestinians had also arrived and joined the clashes. In the exchange of fire that ensued, the Israeli forces injured 23 Palestinians. Five of them were hospitalized in serious condition.

Over the course of this incident, two Palestinians were extrajudicially executed; a 14-year-old passerby was also killed, and another man was shot dead in the clashes that erupted afterwards.

Using lethal force against individuals who pose no threat, whether the decision to kill them was made in advance or the justification for doing so was offered retroactively, defies the basic legal and moral principles all countries must follow. Israel considers this a successful operation, and the IDF Spokesperson was quick to praise the forces involved. Given the circumstances, it is clear that no one will be held accountable for what happened in Jenin that day – not the people who fired their guns, nor their commanders, nor the officials who signed off on the operation and the orders. It is thus all too easy to see why similar incidents keep recurring.
