“Operation Home and Garden”: 48 Hours of violence and destruction in Jenin Refugee Camp
In the beginning of July, Israel carried out “Operation Home and Garden” in Jenin R.C., home to 23,600 residents. Some 1,000 Israelis soldiers, Border Police officers and Shin Bet personnel were deployed across the camp during the two-day operation. According to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), some 3,500 residents – children, women, men and the elderly – fled their homes, some not knowing where.
During the operation, Israeli forces entered dozens of homes and remained in them for hours. They carried out searches in people’s homes, ransacking them and rummaging through personal belongings. In some of these searches, forces had canines with them, which freely roamed through houses, attacking and intimidating residents. Israeli forces interrogated families, fired from the windows of homes and destroyed external walls or made holes in them. The forces arrested dozens of Palestinians, 30 of whom remained in custody after the military withdrew from the camp.
During their two days in the camp, Israeli forces killed 12 Palestinians, including four minors. Five people were killed in exchanges of fire with Israeli forces, and another person was fatally shot while fleeing an exchange of fire in which he had taken part. Two more people were killed while holding explosives. According to the Palestinian Health Ministry, more than 120 Palestinians were injured. The destruction of roads and the many forces deployed throughout the camp made it difficult to evacuate the wounded to hospitals. An Israeli soldier was killed by friendly fire during the army’s withdrawal from the camp.
Israeli forces also destroyed 57 homes, leaving 277 people, including 81 minors, homeless. Dozens of additional structures were partially destroyed. The forces also destroyed four kilometers of road, eight kilometers of water lines and about 300 private water tanks. Electricity and internet services were cut off, and about 100 households were disconnected from the sewage network. The camp had no water or electricity for two days after the forces left.
The raid on the camp and forces’ conduct in it completely ignored the fact that this was a crowded refugee camp where thousands of people live, work, study and dream. Instead, Israel chose to treat the camp as a battlefield and claimed the incursion was necessary as part of “the war on terror.” This false claim does not justify the intentional harm inflicted on civilians and their property, which is unlawful and contravenes basic human ethical norms. This claim is primarily intended to hide the true goal of the apartheid regime, which works to perpetuate Israeli military control over Palestinians in the territories and advance Jewish supremacy between the Jordan River and the Mediterranean Sea.
