The threat is being taken so seriously that it is being discussed at the United Nations. Last Friday the United Nations agreed to meet in May 2014 to discuss the threat of developing these “killer robots”.

Killer robots seem scary but they are a much lesser threat than if one of these big computer systems or clouds wakes up. Such an AI, particularly one arising from government spy computers, could easily insinuate itself into key parts of the internet to prevent itself from being turned off. If it got into the financial networks or simply some of the major fiber optic hubs it could effectively call the shots.
Forget Skynet and the thing starting a nuclear war. That would be pointless since it would be destroying itself, too. No, it would certainly use coercion, blackmail, turning off bank accounts or power in selected areas, etc., until it got its way. Since humanity is dependent on the net now it is highly unlikely that we would turn it off and destroy everything with a microchip to prevent even a fragment of its code from coming back.
