Spot on. Most hospitals run the maternity ward to their time table. It’s more convenient for mothers to give birth to order, the doctors don’t have to keep getting out of bed in the middle of the night.
And the doctor would have needed to put his finger in the babies hand. It’s a common practice to see if there is any brain damage to reflex actions.
