This week, a recently made video of inside a Louisville court demonstrates how police and courts revictimize abused targeted individuals, including those covertly attacked with technological weapons deployed in American communities. This revictimization, similar to rape cases of days gone by in most states, includes labeling the target “delusional,” despite a plethora of evidence available proving that innocent people are being assaulted in their homes and communities by organized groups using lethal electronic weapons to mentally and physically injure their targets.

Police have allegedly terrorized targeted individual (TI) Connie Marshall, a Louisville resident and former mayoral candidate, with emailed death threats. She has evidence of this and more. She has videos, audio recordings and pictures of police harassing and terrorizing her as well as injuries sustained when police stomped on her, resulting in a compressed vertebrae, mildly enlarged heart, chest contusion and more.

Marshall’s battle for her life began years ago. It is alleged that she is a victim of today’s militarized police Monarch program. In 2010, Marshall, then a candidate for mayor of Louisville, convened a press conference about the wave of Monarch Program criminal surveillance and electronic no-touch torture in the U.S. 

Dupré reported on Examiner.com in an article, Monarch no-touch torture of US targets press conference slated:

Human targets of this well-hidden form of domestic terror that some call “organized stalking and electronic torture” suffer effects of shocking mind and body-invasive technologies causing severe physical and psychological injuries to point of death in some cases…

A video of the recent court proceding in Louisville shows Jefferson District Court Judge Sean Delahanty finding targeted individual Ms. Connie Marshall incompetent 25:05 to stand trial, despite Dr. Wagner, a psychologist and expert witness, stating that she is competent.

Marshall says the verdict was reached because she “has been coming to court since June 2012 and it is now September 25, 2014 and they need to dispose of the case.”

Police have never shown up for court even when subpoenaed. There is no RCr 2.02 (Criminal Complaint) filed in the case. There have never been any hearings. The Speedy Trial Rule has been violated.

“Also, what is very suspicious is that a fabricated defamatory document was put in my case by the Prosecutor’s Office and given to Dr. Smedley (the Psychologist appointed by the court). I was not given a copy of the document until two (2) hours before the 1st competency hearing,” Marshall explains on YouTube. “The document had the Prosecutors fax number on it as the sender sending the fax, however the Prosecutors office stated that it was from my neighbors.”

Marshall justifiably questions the prosecutor office statements.

“I gave all of my neighbors a copy of the document and wanted to subpoena them, as I know that they did not send the document. Also, anytime you send a fax, it has the fax number of the person that sent the fax on the fax, therefore the prosecutor’s office sent it to themselves, as their number was on the fax.”

The judge clearly stated that he would not allow her neighbors to testify.

Ms. Marshall has filed a lawsuit against Louisivlle Metro Police. According to her, they are also trying to get rid of the federal lawsuit Ms. Marshall filed against the Louisville Metro Police. Ms. Marshall has filed an appeal in this case, as she wanted her case to go to trial. Ms. Marshall has also filed a Civil lawsuit in federal court.

Though Ms. Marshall was found incompetent to stand trial and the prosecutor filed an MIW (which means that she is a danger to herself & others), she was allowed to leave the court room and go home and wait for the police to come to her house to take her to the hospital for an evaluation.

This hearing was at 1:00 p.m. Police did not arrive at Ms. Marshall’s home until 7:00 p.m.

Numerous other violations occurred in the courtroom on September 25, 2014.

If in danger to self and others, why was she allowed to go home?

“I was also forced twice to use a Public Defender though I did not ask for one and did not qualify for one,” Marshall explains.

“My case was interrupted while the judge tried two (2) other cases in the middle of my case, the court record (video/record as we only use video) was turned off before the hearing was over, etc.

Judge Mocks Frequency Devices

“Also, my disability ‘frequency devices and neurological problems,’ which has nothing to do with psychological problems and is documented/recognized by Social Security, was mocked again by the judge 39:50 as it has been on other court dates. The judge even asked Dr. Wagner if he had heard of anyone having my disability,” Marshall says.

In an August 13, 2014 Before It’s News article, Electric Weapon War At Home Targets Innocent Man, Dupré reported:

 

The Applegate [Oregon] TI victim writes that also emanating from the perp’s property is something believed to have caused two (and perhaps a third) unexplained heart attacks, as well as burning throats, hurting eyes, eye damage, headaches, digestive problems, feelings of burned skin, and muscle spasms in legs and feet.  Did any doctor seeing those patients test for military weapons being applied on them? Highly unlikely – yet TIs are even diagnosed as having a mental illness and even worse: some are instiutionalized with their doctor never properly testing the cause of their hearing sounds and voices threatening them.

 

 

“It appears to be a microwave based device of some kind (the physical symptoms listed above are associated with use of this type of device),’ the Applegate TI says. ‘E-Bay has for-sale directions for building such a weapon (and of course, the military has developed large versions of this), using a simple kitchen microwave, though the one in use here seems much more powerful. Regardless, this, and other weapons of the type, are made to slowly cook its victims, eventually killing them, without leaving any evidence behind, ….except for the illnesses it causes.

 

 

“There is no possible way six people can experience the same sounds, and/or, symptoms, without them being real. It is frightening real. It really is happening, and it has been happening right here in our beautiful Applegate Valley! It’s called electronic torture, and “gang-stalking”… (another item to “Google“, but separate the “wheat from the chaff”, ie, the ravings of lunatics, from real victims).

 

 

“The electronics, methods, and tactics being used by the perpetrator(s) on Thompson Creek Road, in Applegate, Oregon, are much the same as described by other “targeted individuals” (TI’s)  around the nation, and there are hundreds. It must be exposed, and stopped. It is against the law for civilians to possess this type of weaponry, not to mention using it on innocent citizens. Numerous state and federal felony violations, and violations of civil rights enshrined in the Constitution, are occurring.“

 

With proof in hand – instrument readings and recordings taken over a three month period (comprising over 400GB of videotaped and recorded data) and testimonies and illnesses of the victims — he has contacted law enforcement and the F.C.C., yet no agency has yet chosen to act. Why not, he asks?

Dr. Wagner is a Psychologist, not a Neurologist. Nor is he aware of injuries inflicted on targeted individuals. If he is, it appears that he might be complicit in the abuse now widespread thoughout the United States.

“Dr. Wagner is not qualified to give an educated answer regarding a person suffering from my illness,” Marshall says.

Tactics injuring thousands of targeted individuals across the country and globe is part of the global Phoenix/Monarch program according to the former military engineer.

In January 2010, Dupré reported: 

General David Petraeus, current Commander, U.S. Central Command, advocated the “global Phoenix Program,” alluding to the notorious Vietnam-era CIA data-base operation used to torture and assassinate innocent civilians due to their political beliefs. (Tom Hayden,  Reviving Vietnam War Tactics, The Nation, 2008)
