You present it like something scary happening right now.

You might actually watch the video before you comment upon it. An “avian flu pandemic” is cited as an example of the KIND OF THING that the government might stockpile for.
No doubt because GW Bush talked about that so much.
We know they’ve used their stockpiles in the past, for things like Operation Desert Blitzkrieg or Desert Storm or whatever that was, in GHW days.
And we know natural disasters are always possible.
