I was wondering about this subject so I did some research on Zeta Talk.  This is what I found!  Hope this helps clear up some big issues for those wondering.  My comments are in plain text, Zetas text in red,  Nancy’s text in italics.

Can Earth be spared from the PS via higher extraterrestrial technology?  Yes!  
Via a switch of Earth’s ‘Density’ from 3rd to 4th density before the PS happens:

Why will the switch not happen BEFORE the PS though?

The Zetas, as other visitors to our Earth, can move in and out of our dimension,seeming to disappear before our eyes. What does this involve? Per the Zetas, they share our same space when they do this, but their atoms, their physical structure, is simply moving at a faster rate, and thus their subatomic particles do not interact with ours. Because dimension shifting is actually a change in the vibrational rate of the atoms, the Zetas refer to dimensions as densities.

…..Earth, along with its water, atmosphere, and fauna and flora and intelligent species, will all move into 4th Density. This movement will be, as they say, transparent to the Earth. Humans will become more mentally aware of others around them, but will not know why. The Earth will not undergo any noticeable changes. The magnetic field, North and South poles, or relationship to the Solar System will not change.
Some planets in your Solar System are more 2nd and 3rd Density than 4th, and their character, in relation to the new Earth, will change in that regard. However, this will be minimal. The Earth will then remain at 4th Density for some time, as this is not a whistle stop, quickly passed.

When we state that the Earth is scheduled to move to 4th Density Service-to-Others, we are describing what is to happen to humans. There will still be a 3rd Density Earth, on the same plane as the future 4th Density home of humans, as a portion of the Earth will be left in 3rd Density. Much confusion reigns on the issue of density. Humans, for instance, were used to the concept of matter and energy being discrete and separate.

The PS will occur while Earth is in 3rd Density

Due to the vote the human inhabitants of Earth took just prior to the Mid-point of this Century, terrain-born entities have selected the Service-to-Other orientation for this future Earth.

Interestingly the text above states,  “Just Prior to the Midpoint of this Century” which would place this decision roughly around mid to late 1940’s,  the era of WWII.

2.      Since the decision,  Earth is ‘Designated’ to be an Service-To-Others (STO) Orientation zone and not a Service-To-Self (STS) zone.

4.    The ‘Transformation’ toward STO must be completed BEFORE Earth can go into 4th Density

Transformations occur for many reasons. The Earth is undergoing a subtle transformation, as the Transformation is now. This Transformation has been progressing for at least this century, and will go for at least a century more.

5.    The PS is a Natural Occurrence in 3rd Density

We have often stated that the Council of Worlds views the periodic pole shifts that wrack the Earth to be a Natural occurrence, an opportunity for spiritual growth in the schoolhouse Earth, like droughts and plagues and tornadoes and illness or accident striking unexpectedly.

6.    PS Geological Changes are planned to be in-sync with the Transformation to STO

Since this [PS] causes so much havoc on Earth, why not change the course of the 12th Planet, or blow it out of the skies? This might require relocating the intelligent species that inhabit the 12th Planet, but the concept of creating refugees is not foreign to humans, especially when the refugees are to be the other and not the self.    Would the Council of Worlds allow the Earth to blow the inhabited 12th Planet out of the skies? The answer is simple – no. Even should humans figure out how to do this, this would not be allowed.

9.    PX inhabitants (Anunnaki) are not allowed to affect Earth

Third Density worlds are not allowed to destroy each other, or interfere heavily with the other’s social environment. Thus, the giant hominoids have been quarantined from your Earth, and man has been quarantined from the Mar’s moon the giant hominoids are currently mining. We are speaking here primarily of the inhabitants of the 12th Planet, whose hominoid form we have referred to as the Greek God form. This race was chased from Earth by the administrative authority of the Council of Worlds. They were quarantined from Earth so that the race of man could develop without undue influence. Even before the quarantine period they had established a communication post on the Moon, and they had a mining operation on Mars long before setting up on the Earth.

10.    Majority of Humans are still ‘Undecided’ in their soul orientation

The majority of those on Earth have not yet reached their orientation decision.  To qualify for Service-to-Other orientation, a [soul] must consider others as often as the self. To qualify for Service-to-Self, the [soul] must focus on the self 95% of the time, almost exclusively. 

11.    Undecided Young Souls are to be moved to another planet

The majority of reincarnating souls on Earth are in the spiritually undecided category, neither Service-to-Other (qualifying to reincarnated into the Zeta/human hybrids on Earth), nor Service-to-Self (to the extent that they will be removed to the prison planets that await them).  The undecideds will be taken to a water planet, to become a type of octopi.   

12.    Earth’s populations are to be expedited via means of the PS,  whichever orientation one may be at the time of the PS

The coming pole shift will expedite this process simply by the fact that 90% of the populace will die, either during the shift or shortly thereafter.

13.    Majority of humans are not ‘Sparked Souls’ (will not reincarnate)

…due to the sudden population explosion, which moved from about a billion souls on Earth to a current population of 6.5 billion, all in a hundred years or so, MOST of the humans on Earth are not housing reincarnated souls.

14.    Earth has been a good 3rd Density Schoolhouse thus far for young souls

The Zetas have described the Earth as a schoolhouse, self learning, where we learn fastest by doing, and realizing our mistakes because the full brunt of our mistakes is instantly apparent.   In this, interaction with spirits, souls, whether incarnated or disincarnate, is allowed, but only under tight rules to limit this interaction of counseling, not interference.  

In these opportunities, man as an emerging spirit can either empathize with others caught in a plight or simply seek to enhance their own security, the many steps to be taken on the road to determining a spiritual orientation of either Service-to-Others or Service-to-Self.

If droughts and plagues are today not eliminated so as to give man a playground, rather than a schoolhouse, why would these rules change simply because the impact will be greater, affecting civilization as a whole and not just single individuals or families? How is the loss of a spouse or parent, a life lived in pain or anguish, any less devastating simply because it happens to one, rather than to many? Is mercy and fairness weighed by volume, or by the pound, only tipping the scales when a certain weight is reached?

…the lesson of 3rd Density as it is called, needs to precede almost all other lessons, as mixing the two spiritual orientations together creates chaos and thus other lessons cannot proceed.

16.    Earth is Graduating to a mature STO soul environment in 4th Density

The Earth is about to become a home for entities in the next stage of spiritual development, or density.
I.    Those entities currently in human form who have made their choice for Service-to-Self will eventually leave the Earth, and
II.    those who have made their choice for Service-to-Others will remain.
III.    Those entities who have not yet chosen will be transported elsewhere when their current incarnation ends, to continue their deliberation.
IV.    The earth is to become a home for incarnations in the Service-to-Other orientation.

17.    Humans are genetically engineered,  as was Neanderthal Man

Man, in each of the 6 races, was developed in stages, and between these development stages was allowed a period of time for things to settle down and for the genetically engineered product to be road tested. Would it break down? Frequently this happened, resulting in intervention, fine tuning the product to correct whatever was deemed to be the problem.

The point where the human race was first genetically engineered into its current form is much discussed.

Neanderthal Man was at one of the later stages of evolution. Why did it then take so long, and why is there so little evidence of the earlier steps and stages? Genetic engineering takes a long time, because a creature that can live on the world they are being designed for, and live well, must be the results. In the case of human evolution, the goal was not only an intelligent species, but one which also had the degree of blind rage and aggressiveness to be able to live with large, land-based carnivors. Neanderthal Man had a digestive problem and had to be totally re-engineered, with his concurrence, into a later form of man. The reason there is a missing link is because these links are on the Moon, where the genetic engineers frequently resided.
The start of genetic engineering goes back many multiples of the step back to Neanderthal Man. Tiny apes were changed to make them larger, to make various parts of the brain expand, to make them dextrous, more adventurous, etc. These were stages and steps, in each case. At each stage, the specimen was placed back on the Earth to see how it fared, whether the experiment worked or was tinkering required. In most cases, tinkering was required. Should every change to tried at once, there would be a muddle and a mess. The specimen would fail, and die. So changes are done in stages.

After the cataclysms the majority of the Service-to-Others humans due to remain on Earth will require new housing, so to speak, and our task has been to provide sufficient infant hybrids at that point in time. 19.    Humans are voted to be replaced by Hybrids similar to how Neanderthal Man was replaced by Humans
Therefore by popular HUMAN vote consensus (eg: by humans experiencing health issues, biological limitations and other issues during their lives),  humans have agreed that Hybrids are far better.  This is similar to how Neanderthal Man was polled and voted themselves to be replaced by Humans via sterilization (fixed to not have babies):

The Council does not arbitrarily make pronouncements affecting the lives and futures of intelligent species. Except for the preconscious period, when genetic engineering is about to begin or is in process, the spirits incarnating into an intelligent species always determine the outcome.
Neanderthal man determined that its line would die out to be replaced by another version of early man, for instance. They were polled as to their opinion on the eating disorder that was killing so many of them at a young age, and the alternatives were abundantly clear to those polled. Once the decision had been made, the feelings of any given Neanderthal man about to be sterilized, but not castrated, with a small snip to his groin mattered not. His was the minority vote!

Our hybrid program is to create a new form of human which has greater mental capacity, including capacity for telepathic communication. The human form is being phased out because it is not appropriate for 4th Density Service-to-Others, which requires a mental capacity greater than that you currently enjoy. Those who will be continuing to incarnate on Earth are desirous of this new form. They are being polled continuously, and voting willingly. As the genetic engineers, we are responsible for ensuring that the specifications for a 4th Density incarnation experience in the Service-to-Other orientation are met.

20.    After Dozens of genetic engineering missions,  STO Hybrids are chosen for after the PS

We [Zetas] are not the oldest visitors, as you sometimes like to call us, though we have been coming to Earth for millennia. Our genetic engineering mission is not the first such mission on Earth. There have been dozens of such missions, each of which has taken place over many stages, with some of these stages having millennia between them. We were chosen for the current genetic engineering mission for three reasons.
1.    Our genetic background is similar in origin to yours.
2.    Where we aggressively pruned our genetic structure to remove aggression, emotion, and sexual drives – which we considered to be the instigators in the manner in which we destroyed our world – our genetic structure in regard to the capacity for intelligent thought and telepathic communication is considered to be in an excellent state for 4th Density existence.
3.    We have motive, as being those-who-mourn, regarding our past treatment of our own planet.

21.    The method by which Humans will be phased into Hybrids after the PS:

Given the population explosion, why wouldn’t the human race be back in business in a hurry after the cataclysms? Three reasons:
•    A high mortality rate, where babies won’t survive, and the birth rate will be less than zero.
•    A movement of the Service-to-Others toward living with or near the high tech centers of the hybrids, where intermarriage will occur.
•    A tendency of the Service-to-Self to eradicate themselves, and each other, especially as the controls which keep those so inclined in check will be missing.

22.    Reactions by various Orientations before and after the PS

In our explanation on the anger vibe that the Service-to-Self monitor, we mentioned that it is the continuous anger that signals a Service-to-Self human giving the Call. Righteous anger does not last. It is a burst of feelings.
The emotions that will arise as the pole shift approaches will not simply be rage.
I.    A Service-to-Other individual takes stock of the circumstances and takes steps to help others. Anger is considered a waste of time and emotional energy.
II.    A Service-to-Self person will of course increase their level of rage, but they are already spotted by the visitors as being Service-to-Self so nothing has changed there.
III.    Undecided humans are more likely to experience emotions of dismay and abandonment or grief. What is there to be angry about? One cannot rage at the weather or the Earth for having an earthquake.

23.    As the Transformation unravels,  the following issues are at hand:
       

     I.    Per the Council of Worlds,  humans on Earth should know long ahead of time about the PS.   This prevents an influx of ‘confused angry souls’ after the PS.

If the death was sudden and unexpected, the [soul] may have many outstanding issues they remain concerned with after the physical body dies. This invariably is the first stop after death, though it varies depending on the general orientation of the [soul] and their life circumstances. Someone elderly, who had long settled their affairs in preparation for the inevitable, might not do more than cast a backward glance on their way to the future, noting that their death was being handled as they had anticipated. Someone in their prime, with dependent children or oldsters and many outstanding promises, might linger at this stage, visiting those they are concerned about as a ghost, essentially an Out-Of-Body, for days or months until they can see the outcome. This stage differs between orientations, the Service-to-Others lingering longer due to their concern for others and the Service-to-Self wishing only to move on to future opportunities.

At times, those who have been wronged and wish for vindication or revenge may also linger at this stage, haunting in an effort to influence human affairs. If the spirit is lingering, it is often allowed to do so, else it avoids the current incarnation and is distracted.
As we have stated, the spirit, once sparked, does not die, and pain must be dealt with as a resolution on future lives. Spirits are aware of their past lives, though the human incarnated is clueless, often.
Thus, for the spirit, there is no change in this matter after death. The spirit between incarnations is like an Out-Of-Body experience, in that it can communicate more readily, and thus the Guides have no problem getting them to gather.
They are talking up a storm, especially if coming from a recent disaster or shared experience. Once reincarnated, the young spirits are intent on learning experiences, pressing agendas forward, and the like. Incarnations are more than discussion groups, they are action oriented!

      II.    The CoW is intervening concerning the PTB Elite power grab

The Council interferes when a world has voted, during a Transformation, but the Losing Side continues their power grab. The Earth, voting to be Service-to-Other as expected, is not to be plunged into Martial Law. Thus weapons of mass destruction, though planted in Iraq, were never produced. Thus continuing terrorism in the US, the prime rationale for Martial Law there, was squelched. The Transformation, being at heart decisions of individual souls, thus continues as planned, and is not hijacked.

      III.    Reigns are being loosened on the covering up of information about PX and PS

For a period of 30 hours, the satellites measuring the Earth’s magnetosphere reported that the magnetic blast, normally coming from the direction of the Sun, had reversed. This was recorded on both the ISWA satellite and the NICT Magnetic Simulator. Thought the establishment quickly deleted all the evidence, during the 30 hours many in the public sector noted this phenomena and made copies of the data. The vast majority of those watching the Venus transit thought all was normal.  But for astronomers and amateur astronomers, and those who were watching closely for signs that Nibiru was in the vicinity, the aberrant path taken by Venus was all too obvious. Astronomers already know the truth, as in their professions they have access to observatory equipment. They have been silenced, and told to belittle any amateur who questions the status quo. Thus there are a huge number of amateur astronomers who have noticed the Earth wobble and imaged the region around the Sun, seeing evidence of Planet X, who are hesitant to speak out because they do not have proof.

For the effects the Council of Worlds wanted, to force the announcement admitting the presence of Planet X, there were temporary changes to the magnetic blast coming from the magnetic N Pole of Planet X toward the Earth. On September 15, 2012 and the week following, light rays were bent to enhance the viewing of the corpus of Planet X. On September 21, 2012 and the week following, the charged tail was disbursed and the Moon Swirls illuminated. That the dipole of Earth’s magnetic field tilted toward the Sun and the approaching Planet X was directly due to the need to disburse the charged tail of Planet X. This was done by increasing the magnetic particle flow hosed toward Earth so the charged tail blew outward to the sides.

ZetaTalk Statement 9/16/2012: Alberto’s photo shows a very bright object at the 5:00 o’clock position surrounded by a lovely halo, but the object is clearly visible in the center of that.  This is the corpus of Planet X. Why so large in this photo when normally in Alberto’s photos you barely see a dim fuzzball?  You see the tail, you see the Moon Swirls as tubes or as orbs, but you don’t see Planet X.  Has it come closer?  It is being enhanced by the Council of Worlds’ request to appear larger on Earth. It has not physically come closer to the Earth, but we can of course enhance light rays. This is a snap for benign aliens.  And this enhancement will continue, steadily, until the announcement is made.

         IV.    The Announcement is moving forward

ZetaTalk Statement 9/24/2012: The  announcement – composed of a brief overview by Obama explaining the now overturned National Security directive by Reagan followed by scientific explanations by NASA – had been pre-taped and  ready to go by Friday night September 14, 2012 right after the US markets closed.  But the escalating violence, a dozen attacks on US embassies in a swath from the Netherlands to Australia, forced a decision to delay until the next weekend.  Up until this time the crew planning the announcement informed the US military, in case riots broke out, and had alerted US banks to have extra cash on hand, stating only that Obama would be making an announcement . 

The Council of Worlds had announced they planned to increase the signs in the skies for mankind until the announcement is made.

Realizations of Percentages……

90% Undecided Souls are currently on Earth?
Here is an estimate:

In 2011,  the population was at 6,973,738,433  Source
90% = 6,276,364,589.7 approx Undecided Souls
10% = 697,373,843.3 approx Souls are largely STO and a smaller % are STS

Is Earth a Prison Planet?  Is that why the PS must go forward? No.

..Earth is not a prison planet. It is a young planet, of mixed spiritual orientation where young souls can sort out their spiritual orientation. Prison planets are where those who evolve to become solidly Service-to-Self eventually go. The Earth will be a planet for those solidly in the Service-to-Other, in the future.

Can humans simply ‘change their ways’ to avoid the PS? No. 

To avoid the PS, the ENTIRE world population would need to be STO in Orientation (leaning 60% or more to STO)  already.  The Transformation would need to be much farther along by now.  There is simply not enough time.

The world involves an increasing separation, by orientation, as the Transformation proceeds. The mix of Service-to-Other and Service-to-Self, and the proportion of undecided, will not change much as the cataclysms near and times get tough.

I.    Where some of the undecided will rise to the challenge and move into the Service-to-Others category,
II.     there will be others, operating in the Service-to-Other mode when things are comfortable, who will find their self focus increasing as their insecurities increase.
III.    Some, a very few, who are operating in the Service-to-Self mode, will find the troubled times pulling at their hearts, and will move back into the undecided category.
IV.    A greater number will find their selfish nature accentuating during difficult times, and like those on the Titanic, will push all others aside to save themselves. They will move into the Service-to-Self category.
So you see that the numbers will move about a bit, but essentially remain unchanged.

Give up all incentive then?  Is there no hope left in carrying on?  No.  Look to history of known survivors!

Pole shifts have happened to the Earth regularly, for countless times, and each time the volcanoes react and life is gloomy afterwards. The last pole shift, during the Jewish Exodus, had Moses wandering in the “Valley of the Shadow of Death” for 40 years, because he was downwind of the large volcanic eruption at Thera. Yet Moses and his people survived!

Then look around you at the current rich vegetation that exists on Earth today! Did this all evolve just since the days of Moses? Did all life die out during the time of Moses? Yes, extinction happens for those species caught in a new climate and unable to adapt. Extinction happened to the Mammoth, who flourished in Siberia but found themselves thrust into the Arctic, suddenly. Vegetation may die out in one place, but in another, where the cloud cover is not thick but thin, it struggles on. Mankind knows they can get a sunburn under a cloudy sky. Have you considered that fact? The gloom also diminishes over time, gradually, so is not a steady state for the 25 years we have predicted. And some parts of the globe will even get direct sunlight on occasion, from the start. The vast oceans will do the best, simply because they cover so much of the globe, that someplace the sun is shining on the oceans. Mankind has discovered that the combination of CO2 (which will be in the air due to the volcanoes and fires) and iron (which will be dropped on the surface from the tail of Planet X) incite lush vegetation growth in the oceans. This is the basis of the food chain among fish. Thus, the abundant oceans will offer both vegetation and protein for man in the Aftertime. Pollutants disperse and life goes on.
