ID#’s that start with 999, ID’s in the same 9 digit format as regular SS#’s, are given to foreign students so they could have ID to register, rent, etc, who of course would not have an American SS #. Al Hendershott, a career skip-tracer, found this foreign # associated with Obama, as well as other SS numbers.
