The final prophesied empire has not even occurred yet (although we are close to that). This Empire (or new world order) will be centred in Europe (although it will control the world) and it will have a false religious system whose leader will show great lying signs and wonders (i.e the false prophet). The Bible is quite clear that that will be the catholic church (just like the holy roman empire).
