Mueller was never is position to “exonerate” his actions and speech breach his duties and showed true intent on trump revenge. He should at very least be investigated. Remember same guy that in front of Congress said they(Iraq) had WMD and they didn’t. He showed clear bias on a 40$ million dollar investigation that took 2 years with a known bias team. His whole investigation was politicized and should have recused himself, he knew it was. That alone deserves an investigation.
