Radiation - Detected in California Today

The Victoreen CDV – 717 is not sensitive enough for the amount of radiation the we are talking about at present it is for use after a nuclear attack! (unless things get really bad then basically place head between knees and kiss rear end goodbye, which is what you would do un uk if there was a nuclear attack on a large scale!). The amounts of radiation levels lightly will not be shown above background. This person probably has loads of them for sale.
People above the age of 50 years do not have any real worries about this & a lot higher levels of this type of radiation as if ingested will take about 25- 30 years to have any increased chance of death from cancer, The younger you are the more damage which will be done. A modern solid state device would be more useful but it is all relative and you have to understand what the readings mean short and long term. To the average person buying a simple electrical test meter from an electronics store would not even begin to fully understand what each reading meant, so unless well read or experienced in the subject have no chance of understanding and interpreting the readings from a radiation meter relating them to the real world.
