The purpose for the DHS buying the sniper bullets is for preemptive crowd control.
They likely figure as follows: rather than dealing with a massive protesting crowd in the streets – prevent this to begin with by keeping them in their homes to begin with.
They position snipers all over high places, or in choppers overhead, in any major metropolitan area – they publicize this fact on state T.V. – then when anyone so much as sticks their head outside of their window – well, that’s it for them. Pictures for all to witness at noon.
Their idea is to instill such terror into the minds of the masses with this stratagem – that nobody will dare violate a curfew to congregate to protest = city locked down. Finito. This is why they say ‘no warning shot is to be given.’ Their purposes is not to protect, not even to warn, but to instill terror in the masses – by the threat of a curfew violator being killed by a silent stealthy unseen foe half a mile away. Here one moment – gone the next instant. Fear of the unseen mortal threat.
Likely, they have special sniper response squadrons ready to fly to any rioting city needing lockdown. See?
Look for such specialized military units, and for increased funding and training for such. Maybe open up a line on your show for one patriot among them to call in?

Everyone assumes that some disaster is going to cause stampedes of illegal immigrants across our borders and I suppose that explains the ICE snipers. No threat to you there, Anonymous.
Consider the other possibility though: what if the SHTF so bad inside the U.S. that you and your family are trying to get OUT to save yourselves? Border control works both ways.

Before everyone screams pandemonium about the DHS buying all these rounds of Ammunition. Please take a step back and think for a second. Does anyone know how the government works and what kind of people work for Homeland security. If you do the mathematical formula. No one agent can carry all those rounds at once equally divided up. Most of that ammunition will not make it out of the warehouse or the armories if you know how the Federal government works.
We all see the Federal Bureaucracy as bloated, inefficient and slower then a turtle. They have incompetent people who have no common sense. The Government Bureaucrats are the most anal retentive control freaks and they are full of them. They have power trips with their own. I have a feeling that most of those bullets will collect dust before they are distributed to the agents. The government has control freaks that will try to control there own just as much as they do the average citizen outside of government. It is the nature of the bloated beast.
So when the agents are ready to deploy, they will have to submit paperwork and will have to account for every round used and have to return it in the manner it was issued. There will be much red tape and unnecessary paperwork. I really believe most of that ammunition will not be used because of an anal retentive bureaucracy who are incompetent and inefficient. I can see much needed ammunition being held up being distributed in the field because the agent did not dot ever I or cross every T. If they get issued rounds. It will very limited. Most of those rounds are not going nowhere.
Putting over one billion rounds in the hands of an incompetent and inefficient group of people is a recipe for disaster for DHS because the slow moving bureaucracy distributing ammunition. There are plenty of example of government not getting necessary supplies to their agents in the field because of bureaucratic incompetence. Many bureaucrats will let all those bullets sit there on the shelf than get distributed because of their petty power trip.
Yes I am concerned the US government purchasing all this ammunition. On the other hand we can count on incompetence in the bureaucracy to work in our favor keeping this ammunition in the warehouse going nowhere. DHS incompetence in the bureaucracy will be the downfall of the agency and the rest of the US government. Not Ron Paul supporters and 200 million gun owners.
The bureaucracy you mention with that many rounds will have no problem dispensing their products . If anyone thinks that red tape will create a problem I don’t believe it . With this being a priority they’ll be an open house and take what you can .

Anonymous , Sorry but I believe you are way off on your assessment . I’m a seasoned Veteran and I agree with John 100% . There will be very little that we can do , they will lock down the cities very easy . Turn off electricity , water , not allow food in or out .
It will create anarchy , something they want to kill many without getting involved . The Government (military junior officers) have already learned how to run cities by going into the midwest and learning under the auspice of just in case of a natural disaster .
FEMA and DHS took delivery of 2500 vehicles for troop transport and offensive fighting . These are called “police rescue vehicles” . That and they have weapons that we’ve never even seen before .
