Your scenario is plausible. However, its just as plausible that people will accept some type of electronic ID being placed “on” them much as the use of cell-phones, computers, smart phones, and other electronic devices were accepted in the name of human progress. Chipless RFID “tattoo” technologies already exist, and its a good bet that they are being used on humans somewhere already. The pagan practice of tattooing and scaring the flesh is common place and is even a “rite of passage” in this civilization. Will the new immigration polices require those wishing to be a part of this civilization have some type of chipless RFID tattoo be placed “on” them? Its plausible.
Most government forces (military, law enforcement, etc) would not be willing to participate in a gun round up. Some would, most wouldn’t. Merely collecting the guns from tens of millions of armed citizens, most of which have zero interest in handing their guns over, would be a monumental task, success doubtful. You wanna throw micro chipping into the equation along with the gun round up? Certainly those unwilling to surrender their arms would also be unwilling to accept a forced micro chipping. Additionally some who may have handed guns over would certainly change their tune when they realize they are going to be force chipped. And many who do not even have guns would see the writing on the wall, and want to resist forced door to door chipping.
Where would the government get the forces to execute such a task, when their own forces would literally be dwarfed by the force of the resisting armed citizenry? Lemme guess, foreign troops? We all know if it comes to that it would be bloody indeed, not a peaceable handover of guns and acceptance of the chip. And if it comes to war, what foreign country has such a force that they would lay themselves bare in their homeland in order to commit enough forces to accomplish the task of going head to head with the largest armed force on the planet (US Citizens) on their own home turf?

There are some other plausible possibilities here when considering how people could be made to give up their guns or accept some type of electronic mark. There are numerous broadcast technologies, many patented, that could be used to “cause” people to do things they wouldn’t do otherwise. There exists the technology to broadcast voices directly into the mind, bypassing the normal auditory senses. Its called the “Voice of God”, and it was reportedly used on the battlefield during the Iraq war. Whole droves of soldiers gave up, without firing a shot, to a single US soldier in some instances. This was unprecedented in modern warfare. A report on this technology was given back in a 2007 issue wired magazine. Just imagine people hearing a voice in their head, claiming it was God, telling them to give up their weapons! I think that the technology to manipulate peoples thoughts, to get them to consider giving up their personal firearms, and accept some type of electronic mark, is also a very plausible scenario.
Look up “Voice of God” technology and tell me again that people can’t be made to give up their weapons or accept some type of electronic mark.

Its much more likely American’s will support the adoption of “solutions” and “innovations” for gun “control”. The “control” of firearms could then include the ability to determine where the guns are, literally, “anytime, anywhere” using RFID. Probably already being done. The “control” of firearms could then include using RFID enabled weapons that will only operate in the hands of a person the weapon is “registered” to.
