Clearly nothing more than an F-18 with some experimental airfoils mounted on the wingtips for testing.
Looks like a it might be a delta wing configuration with movable winglets on the outer end rather than ailerons or something of that sort.
If you’re testing a new airfoil you don’t just bolt it onto a fuselage then try to take off and see if it flies. That’s a good way to use up test pilots. Test pilots are expensive and they aren’t available at your local Lowes when you need replacements.
You mount a new airfoil on an existing aircraft whose flight characteristics are known in intimate detail under all flight profiles. Then you take off and run the new wings through various flight profiles and study the resulting data.

Most of those videos were nothing more than balloons and the “Bat jet” was nothing more than an F-18 with various airfoils attached….
