It’s a criminal law term: Under criminal law, a principal is any actor who is primarily responsible for a criminal offense.[1] Such an actor is distinguished from others who may also be subject to criminal liability as accomplices, accessories or conspirators.
He’s a PD commissioner so he’s using criminal, legal terminology but I’m sure he’s re-thinking that in light of everything else going on.

Well dumb ass, law enforcement has always referred to multiple suspects in a crime as “Actors”, meaning one who takes part in. (i.e. taking part in a play or taking a part in a crime.) Who in the hell would think otherwise? Even the worst conspiracy theories would know that…….

Here’s a clue, Police in many jurisdictions, use the term “Actor” (not in the Hollywood sense) to identify the perpetrator of a crime, other jurisdictions use “Subject”, “Suspect”, “Perp”. You lose credibility with your hysterical conspiracy crap. The Boston Commissioner used the correct term for his department “Actor” of a crime, not a Hollywood movie.
