Vice President Joe Biden claims that a mental health evaluation would have certainly prevented the tragic shooting at Virginia Tech. Biden spoke to a panel that is pin-pointing specific criteria for proposals that would deny the sale of a firearm to those deemed mentally unfit.

Referred to as a “fireside hangout”, Biden discussed how safety issues can assist officials with Kathleen Sebelius, the US Health and Human Services Secretary (HHS), and Janet Napolitano, Secretary of the Department of Homeland Security (DHS) in assessing the threat levels of young people with regard to mental health.

The Virginia tech shooter was able to legally acquire a gun because he was in outpatient therapy. The lack of actual commitment to a psychiatric hospital appears to be a point of definition for Biden who said: “One of the problems that was pointed out here was that there was an adjudication of the young man that committed the crime at Virginia Tech, and yet he was able to go out and purchase two weapons.”

This fact has been referenced as a factor in having an all-encompassing federal database for authorities to use at their discretion.

Biden said: “There are things you can do that work. We don’t have to despair about being able to reduce gun violence. The better background record check system you have, the safer you are. To me that seems to be a very basic one, it’s a way of enforcing existing law.”

Under Presidential Memorandum, “Engaging in Public Health Research on the Causes and Prevention of Gun Violence” empowers the Secretary of DHHS and the director of the Centers for Disease Control and Prevention (CDC) , as well as “other scientific agencies within” the DHHS to “conduct or sponsor research into the causes of gun violence and the ways to prevent it.”

The Secretary of DHHS will “begin by identifying the most pressing research questions with the greatest potential public health impact, and by assessing existing public health interventions being implemented across the Nation to prevent gun violence.”

Obamacare is one way to utilize the healthcare industry to further the gun grab proposed through executive orders last week. Obama said that this law will “broaden access to mental health care — and tried to stamp out what he called the misperception that a narrow provision of the 2010 health law had made it illegal for doctors to talk to their patients about gun safety. Doctors can safely have the conversation.”

The Centers for Disease Control and Prevention (CDC) will be empowered to conduct the research necessary to correlate gun violence with aspects of American culture that the President needs to justify these executive actions. The American Medical Association (AMA) and the American Public Health Association (APHA) are onboard with this attack on the 2nd Amendment.

Obama is allocating $150 million in taxpayer money to “hire thousands of new mental health professionals and social workers, provide teachers and school officials with training to identify symptoms of mental illness and shore up services for at-risk youths.”

Medicaid and private sector health insurance agencies are expected to offer more comprehensive coverage for those who seek psychiatric attention. Obama prefaced his support of the psychiatric communities role in his gun grab by saying: “We will make sure mental health professionals know their options for reporting threats of violence — even as we acknowledge that someone with a mental illness is far more likely to be a victim of violent crime than the perpetrator.”

By labeling Americans as “under-treated” for any supposed mental condition, this would restrict access to gun purchases in the future as outlined in federal laws already in place.

Obama outlined that he expects medical doctors and psychiatrists to ask patients if they are registered gun owners or have a gun.

However, to keep lobbyists like the National Rifle Association from fighting against Obamacare, the Senate added amendment 3276, Section 2716(c) which states that medical professionals cannot collect “any information relating to the lawful ownership or possession of a firearm or ammunition.”

Jeremy Lazarus, president of the AMA stated: “The AMA supports physician discussions with patients about firearm safety and risks to help them safeguard their families from accidents. … Studies show that patients who received physician counseling on firearm safety were more likely to adopt one or more safe gun-storage practices.”

Researchers at John Hopkins University have found that chronic stress to adolescents will cause a genetic reaction that develops into several known types of mental illness. The paper explains that with pharmaceutical intervention, the onset of mental disease could be identified before it had a chance to manifest.

In tests on mice, the researchers gave them RU486, the abortion pill, to reduce their dopamine levels and therefore stop the brain from receiving cortisol, the stress hormone. After success, it was confirmed that RU486 could be used in conjunction with data concerning epigenetics.

Consideration for dopamine receptors in the brain and the further study of the use of RU486 could become an answer for the drug industry with regard to the search for a way to combat violent tendencies and gun control management by the Obama administration.
