It looks like a prototype microwave pain ray..maybe the fire extinguisher is there to put you out if you light up on accident or maybe they are intentionally cranked up to leathal power and the extinguisher is there so the first guard on scene can put your corpse out before it starts a brush fire….

Looks like a communications junction box to me. You can tell by the rusty pole supports and the obvious rust that is on the conduit that is connected to the box. The cross members are standard “greybar” electrical mounting. You have a conduit coming up from the ground and one going back in. The fire extinguisher is just a safety precaution which probably means there is also live power being routed though the junction box as well which is not uncommon.
From looking at the extinguisher, I would say this is no more than 5′ tall and the conduit size is rather large. I would say that is a 3″ EMT conduit which is large enough to hold many conductors. Sorry, nothing really sinister here.
