Lancashire Cop Let Off After Tazering An Innocent Blind Man

Today we learn that following an incident involving a presumably partially sighted Lancashire copper tazering a 64 year old blind man after supposidly confusing his thin white cane with a curved samurai sword. The unlikely tale that we are supposed to believe is that the copper responsible for this attrocity thought at the time that a blind man walking away from him posed a threat to the public.
If and it is a big if, he managed to confuse a samurai sword with a thin whie cane carried by a blind old man the clearly his judgement is called into question as is his resort to potentially lethal force in short order. Minor by comparison but equally as abhorent is handcuffing the gentleman for a period afterwards when it must clearly have become blindingly obvious that the chap did not have a large sword about his person.
To quote the Assistant Chief Constable excuse maker Tim Jacques.
“The officer made a dreadful mistake when he discharged his Taser, but was acting on a reasonable and honestly held belief that his actions were necessary to protect the public. The officer did not perform his duties to a satisfactory standard but we did not feel that this amounted to gross incompetence.
“In addition to the findings relating to the individual officer this investigation has raised a number of issues for the Constabulary to consider including the training given to officers carrying Taser.”

The officer will be issued with a Written Improvement Notice and be required to demonstrate specific performance improvements over a set timescale. Additionally the officer has expressed considerable regret over this incident and arrangements will be made for him to offer a personal apology to Mr Farmer.

Whilst it is always good to see wrongdoers apologise the response of the force which is investigating itself in this matter is just not good enough, it is unlikely that this will make any difference in respect of future transgressions, thus the public are not assured.

Back in Blighty – A disabled innocent member of the public through no fault of his own , it might be you next time, has been brutaly assaulted, injured and traumatised with a potentially deadly weapon in the hands of a man in fancy dress demonstrating at the very least exceptionally poor judgement, abuse of authority and contempt for his fellow man. Hardly what one might expect from a chap tasked with keeping the peace.
The response of the constable seems over the top and even irrational, might stress or training be a factor ? We have seen similar cases across the UK it is increasingly apparent that a them and us divide is appearing between the incrementally militarised police and the public.
Is this being engineered ? as the result of working conditions or some external factor or even a combination of all of the above.
Here is a response by the Lancashire Constabulary to a pair of vicious dogs which were seemingly secure in a house after having attacked a teenage boy.

The police seem to have been stricken by virulent institutional disfunction.
1) Stress
MORE than 16,000 working days were lost by Lancashire police officers during the past five years due to stress-related sickness.

3) Training and discipline.
This may seem a little harsh but I shall use the Waffen SS who “only obeyed orders” to illustrate the point and indicate the dangerous slippery slope we are already well down.

But in the Waffen-SS this contempt was deliberately fostered as a matter of ideology. While some atrocities were the work of individuals or small groups acting in the heat of the moment, as will happen in any army, in any war, there are plentiful instances of major atrocities carried out by large units, on superior orders, as a matter of policy. It is slightly encouraging to see the Constabulary acknowledge a problem with the training of their constables. This is indictive of I suspect a much wider problem with police training througout the UK. It is clear than many constables and other ranks now consider themselves above the law and able to bully and victmise members of the public even resulting in deaths such as the newspaper seller Ian Tomlinson murdered by a police constable in a cowardly unprovoked attack.
Looking to the future. Such incidents are unlikely to be discouraged by a weak disciplinary response and consequent lack of accountability, the same logic applies to the billions in drug money laundered by crooked banks whose management remain unpunished despite their numerous sins. Nick a few bankers and watch the crime rate plummet faster than a JPMorgan employee from a rooftop. That is basic criminology, you would think that the senior management were aware.
With regard to reduced budgets, training and public statements one might think that police resources were being allocated carefully and selectively, not being wasted on happy clappy right on EU inspired courses about diversity and equality alas no.
Here is a cracking example of such waste from Lancashire Constabulary.
How well it fits the Common Purpose Communitarian model.
Why are they building networks of “trainers” ?
What of their goal of changing the way people think, what happens to peoples minds when that process goes wrong ?
Is this sort of “training” related in some way to incidents of seemingly irrational behaviour and high rates of sickness in the police ?
