FBI Agent Found Guilty of Assault on a Minor for Putting 13-yr-old Boy in a Chokehold
Are they putting some kind of drug into the water supply at local law enforcement agencies that makes our police more aggressive?
FBI Special Agent Scott Armstrong, who was working part time at the Boone County Sheriff’s Department, was arrested in Callaway County last year for choking a 13-year-old kid and forcing him to lose consciousness, leaving visible marks on his neck.
Thirty seven year old Armstrong admitted in the probable cause statement to “placing his arm around” the boy’s neck until the teen passed out. The incident happened at Armstrong’s home.
His bench trial lasted only four hours, throughout which all witnesses testimonies on what happened matched. Armstrong took to the stand as well, and he never denied what he did.

An FBI agent who works part time with the Boone County Sheriff’s Department’s Cyber Crimes Task Force was suspended Friday after administrators learned he was arrested on suspicion of assault in March, Sheriff Dwayne Carey said.
Scott A. Armstrong was charged in early June with third-degree assault, a misdemeanor. A man and his 13-year-old son went to the Callaway County Sheriff’s Office on March 5 to report the assault, which allegedly happened on March 1 in Fulton, according to a police report. Armstrong is accused of choking the boy to the point of fainting. The report didn’t elaborate on the incident.
None of the news reports have elaborated on what actually went down. No further information has really come out as to what would possess an FBI agent to strangle a 13-year-old boy to the point of passing out or even why the kid was at the agent’s house at the time in the first place.
The charge was only a misdemeanor because the prosecuting attorney felt Armstrong did not intend to choke the boy.
ABC17 reports, “It’s still unclear what Armstrong’s punishment will be, but he could face up to a year in jail for the misdemeanor charge.” Boone County Sheriff Dwayne Carey told the Columbia Tribune, “I’ll make my determination about whether he will be allowed back on the task force.” Armstrong is also the subject of an FBI Internal Affairs investigation as well.
There’s obviously more to this story that we aren’t being told.
The case leaves the public with more questions than answers, but at least an abusive law enforcement agent is being held responsible for his actions at all.
