Steve I put together some information regarding the FEMA/DHS take-over of Ham Radio. I thought you might like to read it. Feel free to share it with others.

Home Land Security has co-opted Amateur Radio. Not long after Home Land Security was created they started giving out Grants to Amateur Radio Clubs and Organization. The local county government was brought into the picture as well. Someone was given the title of Emergency Coordinator for the county and operated out of the Emergency Operations Center which was usually a county owned location.

A “SELECT GROUP” of local hams were put in charge of all county emergency Amateur Radio operations with the complete support of DHS, FEMA, and the local county government. CERT (Community Emergency Response Team) was created and tied to FEMA. CERT and the Emergency Coordinator became a group of people who were trained by DHS and FEMA. Grants were given to develop local wide area Amateur Radio Repeater Systems which gave hand held radios much greater range. At the time CERT was brought into existence the FCC did away with all Code requirements for Amateur Radio Licensing. CERT needed many new Entry Level Amateur Radio Operators which would not be possible unless the level of radio operator proficiency was lowered for licensing. The Code Requirement being eliminated and Published Amateur Radio Question Pools dropped the difficulty of obtaining a Entry Level Amateur Radio License to the point six and seven year olds were becoming licensed Amateur Radio Operators.

If you decide to use Amateur Radio as a mode of communications in the upcoming economic crash and or martial law scenarios please be advised your Local Amateur Radio Club is filled with people who have close ties to FEMA and DHS. My suggestion would be not to seek help in learning about Amateur Radio by joining a Local Ham Radio Club. Find an older Amateur Radio Operator and see if he is part of the New Ham Radio/FEMA/DHS system. Many of the old Amateur Radio Operators had to work hard for their license and actually know how to build antennas and work on their radio equipment. The majority of new Hams are ‘Appliance Operators” and know nothing about building antenna systems and hands on radio operating.

Amateur Radio was taken over by FEMA and DHC. What was once a pool of trained radio operators available to help in time of emergency has become a pool of poorly trained and equipped individuals. The average new ham has a dual band talkie and can only communicate a few city block without a Repeater Station. FEMA and DHS wanted people with limited skill sets and minimal equipment to fill the CERT positions as they required only limited range radio equipment and a warm body.

I firmly believe Amateur Radio was dumbed down to keep the number of radio operators who were capable of communication over long distances to a minimum while supplying CERT members. CERT and the Local Ham Radio Club are very much like the Clergy Response Teams developed by FEMA / DHS. They are designed to serve the interest of the government and not the people. They look like a good thing until you peel back the layers and see the real reasons for their existence.

I have held Commercial and Amateur Radio Licenses for over 55 years and witnessed the changes first hand. I was one of a very few Amateur Radio operators who spoke out against the FREE STUFF from the federal government because I knew there would be conditions attached that would not be good for Amateur Radio. Shortwave Radio Operators were on the MIAC Report as potential terrorist not Ham Radio Operators in general. Those of us with high power Shortwave Amateur Stations are the guys who can talk worldwide and are a threat to a government who wants to hide the truth.TONY

      LOL. They let anybody say anything they want on cell phone and internet yet you need a license to run an old school radio. I bet FEMA makes us register our home phones next.

        Just like WW2 Hitlers Nazi Germany, the computer company IBM created and built the first “computer” system. What did they use it for? For the specific purpose to log, track, find, and select those JEWS that would be sent to the Gas Chambers. Millions and millions murdered by the IBM computer company. They knew exactly, by city, street and address where each Jews murdered in their camps were, so they could just walk down the street, and go to this house, and the one next to it. So if you never knew this, you can thank IBM for making the Nazi know what they needed on each and every person.

        Just think – like today, Google and NSA created and built tracking programs for all our computer systems so we can not hide. Now many people have RIFD chips, and tracking your every movement, and filming you.

        Does anyone NOT SEE how much these are exactly the same? How can anyone say we will NOT BE MURDERED IN FEMA CAMPS!

        You see, your local city police officers will be the FIRST AGRESSERS WE ENCOUNTER! They will be ordered to “Control” you so you need to stop them the instant Martial Law is declared. If you fail, your city will be in turmoil so you need to remove each of them from policing its community. Remember, they have families and since they will be coming after your wive and children, go after theirs, so know where they live. Imagine if they see their family member in the crowd they are ordered to shoot to kill? Think they’ll put down their weapons? Then make your community free, organize and expand your freedom to your neighboring city. This will make the freedom community grow into a force of 10s of thousands fighting for freedom.

        Remember whenever you see a Blue Helmet, they need to be removed from US soil. Each that step their unwanted foot on our free soil, will be covered by it! The UN and the Blue Helmets ARE private business corporation paid armys for their private business holders interest; who all by the way, is the same Criminals inside the US Gov today. They are just criminally shifting hands that We The People are not suppose to know. Look, as the UN is a private for profit corporation business, that is made up of private investors in 31 nations to make it seem it is lefit, yet its a business. They are coming to murder you and your children for power and money!

      My god. This is just like the hitler youth mechanical corps, and other Nazi organizations that were coopted in order to infiltrqte spies into it. ALso happened in Stalin’s Russia. Of course nobody alive remembers this anymore, and almost nobody alive listened to their elders talk about life in Germany , or Russia, or the Netherlands, between 1933 and 1945. Luckily my parents bucked the trend of having kids early in life, so my dad is now 92 and remembered WW2 well. He can see that what is happening in the US, UK, and Holland mirrors what happened in Germany and almost happened in the UK during 1933-35. A lot of people don’t know that if that Hitler idolizing King hadn’t abdicated, England might have become an ally of the Nazis. “Peace in our time” Chamberlain..What a dork. Only a few people protested then, too in Germany. The majority thought “it’ll never happen” “We’re too civilized a country. And in the US the anti war movement was so powerful they had to use a quasi-false flag in Hawaii to enter the war.

      Now for another part of the story; where getting more people in to and participating in Amateur Radio serves the community (and Amateur Radio itself) better, and doesn’t automatically create a huge cadre of willing sycophants to tyranny;

      I’m also one of those who agrees that “That government is best which governs least.”

      I’ve been an licensed Amateur Radio operator since the 1980′s. SKYWARN and similar “emergency communications groups” of HAM radio operators have been started at LOCAL city and county levels for decades..long before federal DHS. Almost all local groups have been self-created by HAM enthusiasts interested only in helping their LOCAL communities in times of major crisis (earthquakes/tornadoes/hurricanes/violent storms/blizzards, and so on). Amateur Radio operators historically have sometimes been the first and ONLY means of communications from areas of global disaster to an unaffected region that could organize aid and medical care.

      As far as I know, no one has been put on a list and outright “banned” from joining such organizations such as SKYWARN, CERT, and others, and the objectives of these organizations has been to educate volunteer amateur radio operators in standardized communications protocols to help ensure all critical messages on severe weather and calls for help “get through” as efficiently as possible. The lack of standard protocols would mean chaos and loss or corruption of critical information when minutes may matter.

      As for the requirement of learning Morse Code, this yes/no argument has been going on for at least 50 years.
      Arguing for the reduction or removal of learning Morse Code has been strongly and sometimes very emotionally argued even before I was licensed. That was before FEMA (created in 1979) became so politicized and agenda driven and before DHS (created in 2002). Many operators see reducing or even dropping the code requirement as simply the normal evolution of HAM radio technology, especially in the digital era. But, older HAM operators often claimed it “diluted” the importance or “value” of their contributions. Some wanted an ‘elite’ group within HAM Radio. SOME used learning Morse code at high speeds as a vanity filter. Personally, I have always thought the knowledge and theory of HAM radio operation is more important in furthering the HOBBY and gaining technically educated members, and believe the code requirement was certainly not critical for the modern operator to know, especially at the required higher speeds. However, I have no personal issue whether or not Morse code proficiency is a requirement, but “Interpreting Morse Code at 10 words per minute” was indeed something just about anyone could learn if they applied themselves.

      HAM operators can also use “hand-held” frequencies (e.g. 2m, 70cm, etc) for long-distance communication even without LAND-based repeater systems. Examples are HAM radio satellites, moon-bounce, and meteor-shower bounce, that require very simple changes to antennae, and just a nominal bit of self-education to utilize.

      I would also guess, but admit I can’t directly confirm at this time, that anyone setting-up a land-based repeater that obtains government funding to help operations is probably not allowed to list the repeater as “Private” and MUST allow anyone with a HAM license to use it. That increases value to the general amateur radio community and the local community in general (e.g. the repeater owner can’t legally use undisclosed/unpublished access-codes to deny public repeater access to licensed HAMs).

        Skywarn is administered by The National Weather Service – PERIOD!

        Here is another – barely able HAM that doesn’t know anything, but wants to make a comment!

        Anyone can belong to Skywarn.

        The ACT of SKYWARN is performed by the Participant informing The National Weather Service of SEVERE WEATHER.

        When you participate in the SKYWARN PROGRAM – administered by NOOA / The National Weather Service, they are supposed to give you a personal Skywarn Participant Number and a Toll Free telephone – that you call when there is Severe Weather!

        At the same time – if there is severe weather, The National Weather Service can call you on the telephone – because you gave them your personal telephone number.

        In the Skywarn Classes that I took, most of the people in the class were either employed at the EOC or were Firemen or Emergency Responders.

        In the 4 years that I have participated in Skywarn, I have never received a telephone call from the NWS. I have sent emails and I have called the NWS and I have had return telephone calls, but that is about it.

        As far as these Nearly Hams giving advice about how far you can talk on a HandHeld squawkie talkie – lets look at simple physics!
        All effective communications is Line Of Sight! PERIOD!
        Anything put between the transmit antenna and the receive antenna will block effective Line Of Sight Communications!

        A simple HandHeld Squakie Talkie has an effective range of less than 3 miles!
        Using models of the curvature of the earth, the height of the antenna above the ground, and knowing that the earth curves about 8 inches per a mile on perfectly flat ground!

        These B.S.’rs that try’s to justify their not having any equipment other than a Squawkie talkie and thinking that they have an effective form of communications in the palm of their hands – is only kidding themselves. They aren’t no good to themselves or the people they are trying to help!

        The one thing that Hurricane Katrina, Sandy, 911 – New York City taught us is – when TSHTF, the repeaters were not there to serve the squawkie talkie people.. You have to rely on simplex communications if you want to be a emergency communicator.

        Anyone can be barred from using any repeater for any reason, and for no reason at all – since the repeaters are administered by the trustee for the call sign that the repeater uses, and it can be monitored for content deemed not suitable by the trustee, but totally legal according to the Part 97.

        The repeater trustee can send registered letters to the offending person, warning them not to use their repeater. After 3 warnings, the offensive person – that may not have done anything illegal or offensive can be turned into the FCC and warned not to use a particular repeater.

        And if the offensive person persists – the FCC can issue fines or revocations of their license or even barr them from using any frequency in the range of frequencies that the repeater is in – hence not allowed to operate on 146 MHz or on 70 cm for a certain period of time.

        The only reason you may not know this is because only 1 in 6 people belongs to the ARRL, and The ARRL no longer publishes these offenses in their monthly publication of QST – like they did 10 years ago!

      wow, that is a huge pack of conspiracy plots that are simply not true. First, let me lead off by disclosing that I am one of those guys talked about in that article. I am a member of the local CERT team, and am designated by FEMA as a first responder in cases of emergencies.

      the dumbing down of ham radio happened over 20 years ago, when they took the code requirement away from the licensing requirements. It was not done with FEMA in mind, it was done because the emerging internet was killing new people coming into ham radio, world wide i might add… and it was agreed in that years’s ITU meeting to remove the code requirement all throughout the world, and it was agreed that knowing the code was a relic of the past and that technology had moved beyond the point of needing morse code proficiency,

      Next, I want to say that many many many hams belong to an organization called ARES, the amateur radio emergency service. The term Emergency Coordinator comes from this service, not the government, and I in fact was one of two EC’s for Jackson County, Missouri for about 15 years. I was not assigned EC by FEMA or the government in any way, I volunteered for the position. These guys in ARES are your weather spotters and local hams from all over the community and they are not in any way influenced by DHS or FEMA. Our club here in Warrensburg is one of the oldest clubs in Missouri, if not the oldest, and we have never received or have been offered grants by the government to do any of the amazing things we have done… all the fine repeaters that we own and operate here in the area were put into place with our money and time and initiative, FEMA and DHS have nothing to do with us in an operational sense. As a matter of fact, it is a constant battle for our local ARES group to get recognition for the work we do and for cooperation between us and the state and local authorities. The are not trying to control us in any way, and actually they would rather that we stay out of their way and not have the authorities that we have. As a former EC, President of a major radio club, and a Ham for over 40 years, I can say without any hesitation that the article was totally off base and wrong. FEMA is indeed all around local ham radio operations with their support in times of need, but they in no way control me, our club, or any aspect of the ham radio community that I know and love. –KBØHV

        Actually Cary, you don’t know what you are talking about.

        Yes – you can volunteer for the position of Emergency Coordinator or Assistant Emergency Coordinator.

        But those positions are appointments made by your Section Manager, which is governed and appointed by the ARRL.

        Had you learned this – you would also know that to be a EC or AEC or Section Manager, you must first be a member of the ARRL for at least 3 – maybe 4 years before they can appoint you!

        So although you talk as if you know something, your post only goes to prove that you don’t!

        Let me follow up this by asking you – is any of the repeaters that you club has, on County Towers?

        Do you pay the county RENT for it being on their tower?

        Do you pay for the physical equipment used for your repeaters?

        Does the county reimburse you for your expenses, cost of membership in the repeater council etc?

        I see a lot of HAMS claim – we did it all on our own, and with no intervention from the government, only to look a little closer and find that although the club may have bought the initial repeater equipment, the club doesn’t have any sort of rent, electric bill, insurance bill etc or a bill for the equipment when it breaks or wears out.

        Most FM repeater clubs that were built in the 70′s and 80′s has turned into ghost towns and with just a couple of members, that can no longer support their own repeaters. Most clubs turned their equipment over to the county. The repeater may still wear the club call sign, but the club no longer has any sort of vested interest – having to pay to have it on the air on the county’s tower, or replace the equipment when it breaks or gets stuck by lightning.

        Other bigger clubs in the cities – has a repeater that is on the same site as their club house, and so they have no further expense, since it shares utilities and insurance with their club house and operating station…

        If you look on the AE7Q web site, you will see that we are loosing on average about 20 clubs per a month in the USA.. That’s 240 a year, 2400 every decade. At this rate, in 100 years, we will have no more amateur radio clubs in the USA.

        Amateur radio is about 100 years old!

      You don’t know me, and I don’t know you, but I can attest that what this article claims is all true.

      Rewind to 9/11/2001
      A plane was shot down near Shanksville, PA
      The first people to be deployed were the Pennsylvania State Police from the Uniontown, PA Barracks.
      4 men to a car, each trooper holding some type of firearm, other than the driver.
      24 State Cop cars traveling down RT 30 – past Star Chevrolet, about 10:15 AM…
      At that time, all vehicles were ordered off the road – via all FM radio broadcasts in the Pittsburgh, PA area.
      Flight 93 was escorted by two Air force Fighter planes. This is all a fact. The plane did not crash, it was shot down in an open field, before it had a chance to fly over a populated area or reach Washington D.C.

      When the State Police reached the crash scene, they discovered that there was no cell towers and Open Sky did not work. The UHF analog radios at that time were all removed from the cop cars.

      Two questions – first – how did the state police know which direction to go in when they left the police barracks before the plane crashed.
      Second – how did they get 100 state policemen from a barracks that probably only employs 60 policemen?

      It was discovered there was amateur radio 2 meter repeaters located in that area, that were linked together.
      One sits on top of the mountain near 7 Springs Resort – Champion PA. You can see the top 3 floors of the USX building in Pittsburgh from the top of the tower..

      These repeaters were linked into a system called the Target System.
      A system of approximately a dozen repeaters linked together with the main repeater being a UHF link that many of the other repeaters linked into.. I think it was called Hayes Mills! Hence the name – Target System…..

      The Repeater owner offered to allow the government to use HIS repeaters to talk back to Pittsburgh, PA and into Harrisburg, PA – the State EOC.

      If you don’t believe anything that I have said so far, just read the Bio of K3KKC or the article in the November 2001 edition of QST and CQ Magazine.
      The Area was guarded for about a week by state police working 12 hour shifts, standing arm to arm, to keep anyone from being able to see the crash site.
      Just think of a bomb exploding in a WalMart at 5000′ in the air. Chit all over the place.. Not the nice neat little hole in the ground that they would like you to believe was the final resting place of the plane..

      As a reward for letting them use “HIS” repeater system, the government rewarded Kevin by giving him a FEMA grant to link as many repeaters as he could get his hands on!

      In order to accomplish his mission, Kevin had to work both day and night, else he would loose a portion of the grant money – if the system was not up and running by April 1, 2011

      Take a look at how many amateur radio repeaters are linked to their system, and how many repeaters they control.

      To do this they had to take over the Western Pennsylvania Repeater Council.

      Radios, coax, antenna’s, power supplies, mobile radios, computers, I don’t know all the stuff these guys were given or was bought with FEMA money.
      The comment I can make is the dullards they put into office in the counties that had no EC or Assistant EC is basically what the author of this article is talking about.. One guy HERB, didn’t even know the difference between FM Deviation and SSB – Modulation, and didn’t know how to adjust his audio on his free radio and thought that it was like a cb radio, and all you had to do was talk into the microphone to operate it! DUMB!

      Now just think a minute, a half dozen EC’s ( Emergency Coordinators ) given Yaesu FT 857 transceivers – FREE!
      Each County now has its own mobile operations center – trailer, yet most citizens has never seen these trailers and most hams has never had access to this equipment.

      The doors have been locked in most of the E.O.C. – Emergency Operations Center.
      Most hams that participates in ARES or RACES has never seen the inside of their EOC.
      Yet the county’s has received hundreds of thousands of dollars to buy this equipment and put it in the EOC.
      Who is this equipment for?

      Rewind the clock a couple of years.
      June 1996 – The Flood of the Century in Pennsylvania.
      What happened? It rained, the creeks and rivers overflowed their banks.
      Bridges were washed out, roads were flooded, towns like Brookville, Summerville, Punxsutawney were undulated by water.
      What happened? The Hams showed up at the EOC, ready to be deployed, and they were sent home.
      An emergency crew from FEMA was flown by helicopter from Pittsburgh, PA and were deployed to the EOC and throughout the county.

      In both instances, the amateur radio frequencies were overtaken by non licensed operators, and were used for government business, and no one said a word!

      As a result, as a condition of employment at the EOC, they made everyone that worked for the county get an amateur radio license. The EC – which is now the DEC – District Emergency Coordinator – doesn’t even own a amateur radio.. Just a cheap $30 Woushun handheld and a cast off Motorola handheld that a radio tech gave to him to use.

      What kind of educated person would appoint someone with no knowledge of amateur radio or how to operate equipment, appoint someone that was a 911 dispatcher, and is now a State Police Dispatcher – just because he already has access to the EOC?

      This is all your government money at work!

      Even worse was the amateur radio license exam where a bunch of government employees held up their right hand and said – I’m a HAM – like the swearing in of the Dukes as deputy’s on the Dukes Of Hazard!
      Those people do not operate amateur radio, they only use it when it is convenient for them to do so – the old AARL Quote – When all else fails!

      Amateur Radio is not supposed to be an alternate set of frequencies that the government can use when their own radios don’t work! And we are not Emergency Responders..
      The name has now changed to Public Service….

      And for those who will now read this and snarkily say, ‘then why bother with a license?’, I’ll state that you cannot gain the skill required to communicate over HF without doing it on a regular basis. Just not happening, snowflake.
