A bill has just been voted through in the US Senate that will see legislation put in place, or space, for private corporations to go out into space and strip anything they find for valuable resources. The SPACE Act 2015 gives companies the right, to one day, mine valuable resources from asteroids and other worlds, and ensure that these companies have the right to transport them home for sale to the highest bidder.

Why, with everything else that is going on in the US right now, is there such a flap on to get a bill passed to mine space if we are still 20 to 30 years away from having the required level of technology to do so?

The bill has just passed in the Senate with unanimous approval and a few amendments. Now it will be sent back to the House of Representatives, which is expected to approve the changes, and then on to President Obama.

Although the bill hasn’t officially been signed into law yet, Planetary Resources–one such company that hopes to extract resources from asteroids–issued an effusive letter thanking the Congressmen who supported the bill.

“Many years from now, we will view this pivotal moment in time as a major step toward humanity becoming a multi-planetary species,” said Planetary Resources Co-Chairman Eric Anderson in the press release. “This legislation establishes the same supportive framework that created the great economies of history, and it will foster the sustained development of space.”

Listeners of The Kev Baker Show may remember this story being brought up on the show in the past, and at the time I was referring to HR1508 – Space Resource Exploration and Utilization Act of 2015. However, the space bill, HR2262, which passed the vote in the Senate, is a different entity all together.

So, not one, but TWO separate bills going through, and all paving the way for the megacorps to exploit the space around us and beyond.

Dont you feel its strange that there’s such a push to get this kind of legal framework in place right now despite the fact that the companies that are looking to exploit asteroids etc are still decades from being able to achieve that goal?

Remember, im one of those conspiracy analysts that truly believes there is a breakaway civilizations out exploring the solar system and beyond in a fleet of craft 50/100 years in advance of anything we see down here from the public face of the Military Industrial Complex. We need only look to the story of one Gary McKinnon for a possible sneak-peek into the occulted space program i speak of.

Back to the PopSci article and isn’t it interesting to note some of the changes made in the language of the bill prior to its passing, and for the aliens out there its good news! Previously there was nothing in place to stop these mining companies from claiming not only the rare elements etc from the mining itself, but also any biological life they encountered! That’s right, they had to change the bill to stop these corporations taking advantage of the language and enslaving any alien civilizations they encountered on their travels!

At the moment it’s not clear whether space mining is legal. Although there’s nothing expressly forbidding asteroid mining by private companies, the Outer Space Treaty declares that no nation can own property in space. The wording of the treaty is vague enough that companies want to ensure they’ll own the resources they mine from asteroids before investing millions or billions of dollars trying to extract them.

The bill would make those property rights official, at least under U.S. law. Although companies can’t own the asteroids themselves, the current version reads:

“A United States citizen engaged in commercial recovery of an asteroid resource or a space resource under this chapter shall be entitled to any asteroid resource or space resource obtained, including to possess, own, transport, use, and sell the asteroid resource or space resource obtained in accordance with applicable law, including the international obligations of the United States.”

An earlier version passed in the House in May. Since then, the Senate amended it with a few interesting changes. For one, by adding the word “abiotic” to the definition of “space resources,” they specify that living things are not considered a resource.

The term ‘space resource’ means an abiotic resource in situ in outer space.

In other words, companies can’t own any potential aliens they might find out there.

Hold on though, because there’s just a slight problem with all of this, and i wonder if anyone has picked up on it yet…

The US government are doing the right thing, i suppose, by at least trying to put in place some system to protect the corporations and the ET’s out there. However, they are over stepping the mark by a huge amount, for who are they to dictate how all of this will operate when they have no right over any of the asteroids or celestial bodies out there! It’s like me giving you permission to go harvest my neighbours crop – what right would I have over something that doesn’t even belong to me in the first place!

Secondly, the Senate made sure to cover its bases when it comes to the Outer Space Treaty, to hopefully avoid angering other countries.

It is the sense of Congress that by the enactment of this Act, the United States does not thereby assert sovereignty or sovereign or exclusive rights or jurisdiction over, or the ownership of, any celestial body.

However, this points to one of the problems with the bill, according to Michael Listner, lawyer and founder of the consulting firm Space Law and Policy Solutions. Because the U.S. can’t own property in space, it can’t really dole out rights to pieces of that property. “It would be like you asking me for a piece of pie, and me saying, go over to my neighbor’s house and take a piece of their pie, and then come back and thank me for it,” says Listner. He thinks there should have been more international discussions about space mining before a U.S. law was proposed.

One of the advisors to Planetary Resources is very interesting indeed, and that is film maker James Cameron! Maybe his Avatar movie wasn’t the work of pure fiction it seemed at first glance after all. What was it they were doing in that movie again? Oh that’s right, mining other worlds!!
