The agreement with Steele was brokered when the ‘discredited dossier’ of information was already in the possession of the FBI.
Considering the Democratic research firm who was paying Steele originally was about to end the deal, the FBI took it upon themselves to pay Steele to continue the work that the democratic firm was ending.
