The real reason your prisons are full (of mostly innocent people) is because the prisoners are BONDED and those BONDS are traded on Wall Street – Prisons are BIG BUSINESS – period, as my Yankee brothers would say.
In (admittedly) Communist countries, some people were kept underemployed, intentionally, to be conscripted into menial labor, etc. They were were called the industrial or labor army.
Once they have reached the point of indigence, they are now offered halfway housing (with forced labor) and welfare to work programs (which do not pay sustainable wages) as an alternative to jail (also, with forced labor.)
